Recent changes in regulations require the necessary adaptation of waste collection centres in terms of services provided and operation. It is in this context that Troyes Champagne Métropole wishes to undertake a first phase of work that will focus on access control and site security, following the example of the system already in place at the Saint Lyé waste disposal centre.
Mission Elements:
this public contract is subject to the provisions of articles L2430-1 to L2432-2 of the Public Order Code, and to the decree of 22 March 2019 specifying the technical procedures for the execution of the elements of project management assignment entrusted by public contractors to providers of private law.
As such, the contract holder will be entrusted with the following missions: avp, pro, act, visa, opc, det, Aor.
In addition, the candidate will be entrusted with the following additional tasks:
MC1: Completion of the preliminary declaration of works
project management for the security of the waste collection centres of Troyes Champagne Métropolepursuant to article L2113-10 of the Public Order Code, this consultation is allocated as follows:
- Lot no. 1: Project management for the security of the waste collection centres of Troyes Champagne Métropole,
- Lot 2: Project management for the modernisation of the Sainte-Savine waste collection centre,
- Lot 3: Project management for the modernisation of the Pont-Sainte-Marie waste collection centre,
- Lot no. 4: Project management for the modernisation of the La-Chapelle-Saint-Luc waste collection centre,
-Lot no. 5: Project management for the modernisation of the Saint-Julien-Les-Villas waste disposal centre.
This consultation concerns only lot 1. Lots 2 to 5 will be the subject of separate consultations.
The public contract is broken down into 7 phases defined as follows:
-Phase 1: AVP - Preliminary Project
-Phase 2: PRO - Project Studies
-Phase 3: ACT - assistance in the awarding of works contracts
-Phase 4: VISA - vISA of Execution Studies
-phase 5: OPC - scheduling, management and coordination of the site
-Phase 6: DET - management of the execution of the works contract
-Phase 7: AOR - assistance during reception operations.
This public project management contract will be concluded in the form of an ordinary contract and will be dealt with at provisional prices.
The period of validity of this contract shall run from the date of its notification until the end of the guarantee period of perfect completion of the work package(s).
the timelines for completion will be set out in section E2 of the EI.
For your information, the following is the provisional timetable for this operation:
-The start of the design phase of the project management is planned and desired at the earliest for the end of 2023/beginning of 2024;
-The work should take place at the beginning of 2025;
-The objective is a delivery and a remotely managed security and access control system for all waste collection centres by the end of 2025.
