**The RSA intends to hold an in-person tenderer's briefing for this competition in Dublin, Ireland on Tuesday 28 March 2023 - see section 4.6 of the RFT document for more information.**
The RSA is seeking tenders from interested parties with the aim of establishing a multi-supplier, multi-lot framework for the provision of temporary worker placement services across the following lots:
Lot 1 - Technology and Data
Lot 2 - Communications
Lot 3 - Programme Management
Lot 4 - Finance and Corporate
Lot 5 - HR and Administrative
Lot 6 - Policy Development and Quality
The RSA intends to selected the top four scoring tenderers in respect of each Lot for admission to the framework. The framework will be established for a period of 4 years with call-off contracts being awarded via a mini competition mechanism.

The scope of the Framework comprises the provision of temporary worker Placement Services across the aforementioned 6 Lots including, but not limited to, the following:
(i) checking and validation of the Candidates’ experience, training, qualifications and any other particulars/arrangements necessary for them to take up a given Placement (e.g. work permits, insurances, tax clearance, etc., where applicable);
(ii) securing agreement from Successful Candidates of the terms set out in Schedule 6 of the Framework Agreement (furnished as Appendix 7 to this RFT) prior to the commencement of a Placement;
(iii) ongoing management of the Successful Candidate’s payroll and leave arrangements for the duration of the given Placement;
(iv) maintaining contact with Successful Candidates throughout the duration of the given Placement to act as a source of support or escalation, as required, outside of their day-to-day supervision and management (which for avoidance of doubt will be the responsibility of the RSA).
