The Municipality of Zandhoven and the Municipality of Zoersel wish to enter into a public private partnership for the design (Design), construction (Build), financing (Finance), maintenance (Maintenance) and exploitation (Operate) of swimming water at a location to be determined in Zandhoven, or Zoersel, also called Project. The Project will consist of a compulsory and an optional program. This Project will be further refined and aligned in the specifications, which will be communicated to the selected candidates at a later stage.
In any case, the Municipality of Zandhoven and the Municipality of Zoersel want to strive for a swimming pool that can exceed the local need for bathing water and can be played out as a tourist attraction for the municipalities.
This assignment therefore concerns a DBFMO project, namely:
a) the preparation of an architectural design for a new swimming pool complex, including
Outdoor landscaping;
b) the construction of the new swimming pool complex, including outdoor construction;
c) financing the new swimming pool complex, including outdoor construction;
d) the maintenance of the new swimming pool complex, both technically and physically, including
Outdoor landscaping; and
e) operating the new swimming pool complex, including outdoor construction.
The mandatory minimum program consists of the realization of:
a) a 25 meter swimming pool with at least six lanes;
b) an instruction and target group pool;
c) a children's and toddler pool;
d) recreational water features;
e) cafeteria, changing rooms, technical and storage areas;
f) outdoor landscaping including parking.
The Tenderer can further supplement the mandatory minimum program with additional recreational water features or other complementary activities insofar as these contribute to increasing the tourist attractiveness of the Project for both visitors and the Contracting Authority and these activities positively influence the economics of the Tenderer's proposal. as a result of which the municipal contribution to the exploitation of the Project can be reduced.
This includes a strongly active recreational offer, more extensive wellness, leisure, catering, etc.
Public-private partnership between the municipalities of Zandhoven and Zoersel on the one hand and a private party on the other for the design, construction, financing, maintenance and exploitation of swimming water at a location to be determined.
