This market is a global performance public market within the meaning of articles L. 2171-3, R. 2171-2, R. 2171-3 and R. 2171-15 of the public procurement code, in competitive dialogue (article R. 2161-24 of the aforementioned code). The objective of the operation is to entrust the contract holder with energy management, operation-maintenance and (re) construction with the design of public lighting installations, three-color light signaling and related equipment located on the territory from the city of Évreux and Évreux Portes de Normandie. This consultation is launched by a group of orders made up of the following members:

1) Évreux Portes de Normandie;

2) town of Évreux (coordinator of orders grouping).

Payment for services will be linked to the achievement of measurable performance commitments, set by the market for its entire duration. As an indication, the market start date is scheduled for March 2021.

Form of market: tranche. Award of a single market. Services divided into 3 sections: 1 firm section (described below) and 2 optional sections (described in point II.2.11)]. The firm phase concerns the management of positions G1 to G5 for 96 months. The objective of the operation is to entrust the contract holder with energy management, operation-maintenance and (re) construction with the design of public lighting installations, three-color light signaling and related equipment located on the territory from the city of Évreux and Évreux Portes de Normandie. “Public lighting installations” means lighting installations for public roads and spaces including lighting and any sports installations located on the territory of the city of Évreux and Évreux Portes de Normandie for the lighting of activities. The work and maintenance of the Évreux Porte de Normandie traffic light crossroads and associated equipment (dynamic staking, fairground boxes, market terminals) in the town of Évreux. This consultation is based on the principle of a ceiling budget covering, over the duration of the contract, all of the following items:

- item G1 "Energy management of public lighting and festive lighting installations" (excluding energy supply) (around 270 cabinets),

- item G2 "Maintenance with guaranteed results and operation throughout the city of Évreux and the equipment concerned for Évreux Portes de Normandie" by:

—— public lighting (around 8,300 light points for the town of Évreux and 1,150 for EPN),

—— sports lighting (17 sports sites),

—— traffic light crossroads (around 60 crossroads in EPN territory, including Évreux),

—— highlighted sites (15 sites),

—— market terminals, staking and fairground boxes (around 25 sites),

—— DT / DICT management,

- post G3: claims, accidents, theft and major repairs management,

- post G4: design and (re) construction of facilities: reconstruction or renovation of at least:

—— 4,500 light points,

—— re-intervention on the majority of control cabinets.

Compliance and installation of communicating equipment if necessary - at least 800 masts over the duration of the market. Additional services:

- smart lighting proposals,

- sports equipments,

- highlighting of sites,

- replacement of a larger number of luminaires and masts.

The market is part of an energy and functional optimization of the works;

- post G5: festive lights.

The expected performance objectives will relate to: the economic component (overall and operating / investment breakdown), energy management and lighting levels, the technical quality of the offer in terms of operation / maintenance, the quality of the supply in terms of (re) construction (warranty, reconstruction value, material quality, quality of lighting, level of innovation in terms of intelligent lighting), quality of sustainable development.
