Purpose of the services

Joint contract in BW – INASEP – AIEM – AIEC relating to the routing and printing of invoicing, reminder for non-payment and index request documents.

Comment

The documents covered by the contract are the invoicing, reminders for non-payment and index request documents.

The market consists, for mass shipments related to the drinking water department of in BW, INASEP, AIEM, and AIEC in the form of various printed documents of A4 format in double-sided color (invoicing, reminders, index reading request forms) in:

- the processing of documents transmitted by the contracting authority in PDF format (1 file per document) as well as the variable data attached (1 CSV or txt file per document to be sent specifying in particular the sending channel, the recipient's contact details, payment information. These files will be deposited by the Contracting Authority on the Contractor's server;

- the addition of numerical codes (barcode type) on the PDF document (one for the identification of the document, another for the identification of the presence and the number of annexes when there is one, if necessary one for the address of the recipient, ...);

- in the case of postal dispatch: the printing of the document with the code(s), its placing in a pre-printed envelope by the Successful Bidder with possible insertion of leaflets (not systematic), its cancellation if necessary (except preprint on the envelope) and the delivery to the distributor of the mail designated by the Successful Bidder;

- in case of sending by email: the personalized formatting of each email including the recipient's contact details, the type of document with a text adapted according to whether it is an amount to be paid with or without direct debit with a payment button, or an amount to be refunded, with attachment, the document in PDF format

- in case of sending to an application such as Doocle, Digiteal, Pom, ...: the routing of the document in PDF format to the hosting platform and / or the sending of a personalized notification email including a hyperlink to the document;

- in case of sending to the PEPPOL network: data are sent via the secure channel via the contracting authority's own access point or that proposed by the successful tenderer.

The expected services will be detailed in the specifications that will be sent to the selected Candidates.

Joint market

The procedure for the award of this contract is carried out jointly on behalf of in BW, INASEP, AIEM and AIEC.

The contact details of the participants in the joint market are set out in the definitions section.

in BW is designated as the Lead Contracting Authority, so that the award and award procedure is managed by in BW on its own behalf and that of the joint market participants.

From the notifications of award and non-award of the contract, each intermunicipal will individually manage the execution of the contract corresponding to its lot. No solidarity between the Contracting Authorities is provided for the performance of the Contract.

The Contracting Entities participating in the joint contract will therefore have the status of Contracting Authority towards the Successful Tenderer as regards the performance of the contract from the award of the contract.

3. Services for AIEM

4. Benefits for AIEC

The characteristics of each batch are included in the chapter of the Specifications relating to the description of the technical requirements, which will be made available to the selected Candidates.

Except where otherwise provided, all the clauses of the Selection Specifications are for all lots.
