The Germersheim District Court is located in the city centre of Germersheim. The courtrooms are currently located in two now connected historical parts of the building, which were built in the years 1853-1865. In order to be able to guarantee service operations in the future, extensive measures are necessary, such as continuous barrier-free access by creating a new entrance including a gate, the addition of a staircase with elevator, general upgrading of fire protection and the improvement of the statics of the wooden beam ceilings.

Energy optimisation and the requirements of sustainable construction, taking into account economic efficiency, must be implemented.

Since the size of the property allows only very few alternative options on its own property, an interim solution is necessary. This is to be determined as part of an economic feasibility study. After deciding on the most suitable option, it is still intended to commission the planning services of the interim solution. In the course of this, the development of the process planning and the participation of the complete implementation are also commissioned.

The contract includes the technical planning of technical equipment in accordance with Part 4 Section 2 HOAI 2021, for the building of the district court in Germersheim.

In the building, the technical equipment of the power system, the communication and information technology systems is to be dismantled and renewed. Furthermore, the technical facilities are to be expanded with building automation and media technology. The KfW55 standard can be achieved.

The building is to be equipped with a photovoltaic system, as well as adapted to such an extent that the guideline for electromobility in the state administration of Rhineland-Palatinate is met.

The requirements for sustainable construction BNB silver must be met.

Furthermore, the following special services must be provided:

a) Participation in the creation of an energy concept in service phase 2. The concept includes, in particular, the detailed examination of alternative energy supply systems as well as the use of renewable energies while at the same time examining their economic viability.

b) Updating the concept in service phases 2 to 5

c) Updating the aforementioned concept to the realized condition of the building in work phase 8

a) Participation in the creation of a ventilation concept in service phase 2/3.

The concept contains proof of the required or desired air changes in relation to the dimensions and occupancy rate of the common rooms as well as the corresponding times of use - regardless of the type of ventilation selected (free and/or mechanical ventilation), taking into account the aspects of thermal comfort.

b) Updating the concept to the realized state of the building in work phase 8

Participation in the creation of a measurement and monitoring concept in performance level 1.

Participation in the creation of a user manual with generally understandable information for the building users in service phase 8, including with regard to:

- Coordination with the lead author of the manual on the type and scope of the documents to be delivered and integration into the user manual

- a description of the main concepts of the building, including an explanation of the technical contexts

- Instructions for use and operation of the essential parts and components within the user's sphere of influence

Recommendations and declarations for the sustainable use and operation of the building, taking into account the implemented technical concept and under the sustainability aspects listed in the Sustainable Building Guide Part C Section 3.2.8.
