The assignment consists of the full implementation of the U-pass, for the municipality of Utrecht and regional municipalities. This includes the following components:
Application administration infiltrated into the U-pass website with management of U-pass data
Issuing and sending the physical passes to residents
Financial settlement with transaction database including payment to providers and audits
Acquisition and relationship management providers
Management, development and hosting U-pass website including app for pass holders
Communication to residents and partners, digitally and physically by means of a u-pass desk. Customer satisfaction survey and complaint handling
This with the aim of supporting residents with a low income in participating in society. This is made possible because residents with a U-pass can participate in sports and cultural activities, but can also go to museums, cinemas and tourist attractions with a discount.
The size of the assignment is determined by the number of U-passes in circulation at the regional municipalities and a maximum order value of € 800,000 per year for the municipality of Utrecht.
For the U-passes for the regional municipalities, the Contractor may charge these regional municipalities an amount of € 1.50 per month. When the tender documents were drawn up, 8,820 passes were in circulation at the regional municipalities. This amounts to an assignment value of €158,760 per year and €952,560 over the entire term (maximum 6 years) of the agreement.
For the municipality of Utrecht, the contract value is a maximum of € 800,000 per year. This concerns the implementation costs. Over the entire term (maximum 6 years) of the agreement, the contract value amounts to € 4.8 million.
This brings the order value to €5,752,600. The assignment contains an uncertainty in the use of the number of U-passes. In order to enable the growth of the number of U-passes, the contract value is increased by 50%. This brings the total order value to €8,628,900.
