Description:

Procure Plus (PP) is a social housing regeneration consortium based in the North West of England. PP has formed an alliance with Cumbria Housing Partnership (CHP), Procure Plus Associates (PPAL) and Efficiency North (EN). Subject to business requirement this alliance may from time to time, include other housing associations in the United Kingdom. This alliance is known collectively as Re:allies. Re:allies brings together expertise from across the North of England to deliver a highly efficient approach to procurement and regeneration at a local level. PP wishes to procure and enter into a framework agreement with multiple suppliers for the provision of fleet management services. The core requirements for the framework agreement will be to provide a cost effective and fit for purpose source of supply for the full range of customer fleet requirements. A key requirement of suppliers who will be appointed to the framework agreement will be the ability to recommend and arrange sources of finance and acquisition of vehicles. Therefore suppliers must be able to demonstrate multiple sources of funding options and vehicle supply, whether for leasing, short term hire, contract purchase or outright purchase.

The appointed suppliers must be able to provide the following services either internally or through their supply chain:

— Multiple finance options for the leasing, contract purchase and outright purchase of vehicles;

— Vehicle leasing, short term hire, contract purchase and outright purchase of petrol, diesel and hybrid vehicles. This will include on-going warranties, servicing and maintenance packages where applicable. The type of vehicles may be expanded to include electric and hydrogen vehicles;

— Vehicle customisation services including but not limited to signage, modification, conversion and installation of racking;

— Servicing, maintenance and repair services;

— Fuel management including fuel cards;

— Installation, maintenance and on-going management of vehicle telematics and tracking systems;

— Consultancy and advisory services relating to a customer's existing or proposed fleet requirements;

— Management of existing and grey fleet including repairs, maintenance and servicing;

— Roadside assistance and breakdown recovery services;

— Driver checks and driver assessment services;

— Accident management services;

— Vehicle disposal services;

— Advice, implementation and management of company car schemes;

— Advice, implementation and management of employee purchase schemes;

— Open book accounting.

The framework agreement will be in place for a period of four years and will not be extended beyond this period, however contracts called-off under the framework agreement may, where appropriate, continue beyond the four year term of the framework.

Individual contracting authorities and organisations entitled to access the framework agreement will have the option to agree and award call off contracts at any stage during the term of the framework. The following contracting authorities and organisations will be entitled to agree and award call off contracts under the proposed framework agreement as and when required-

1. PP's members (both current and future). A list of PP's current members is set out in section VI.3 of this Notice;

2. CHP's members (both current and future). A list of CHP's current members is set out in section VI.3 of this Notice;

3. PPAL's members (both current and future). A list of PPAL's current members is set out in section VI.3 of this Notice;

4. EN's members (both current and future);

5. The current and future members of any other member of the Re:allies alliance from time to time;

6. Any partner or customer of PP, CHP, PPAL, EN or other Re:allies member from time to time, which may include any social housing provider in the United Kingdom. “Social housing provider” for this purpose means any provider of social housing and includes registered housing providers (a list of these can be found by visiting www.homesandcommunities.co.uk), local authorities, local government ALMOs and unitary authorities. A list of PP's current partners and customers is set out in section VI.3 of this Notice.

7. The framework agreement will also be available for use by organisations who are party to PP's current and future framework agreements including but not limited to framework agreements for the completion of gas servicing and repair, responsive repairs, new build, voids and various installation and repair works from time to time (“Other Framework Agreements”). The use of the framework agreement will be under licence from PP and the organisation's entitlement to enter into a call off contract will end if the organisation ceases to be a party to all of the Other Framework Agreements. A list of the organisations that are currently party to Other Framework Agreements is set out in section VI.3 of this Notice. This list is updated from time to time as and when Other Framework Agreements expire / come into force. Details of any updates can be found by visiting www.procure-plus.com.

The contracting authorities and organisations referred to in paragraphs 1 to 7 above have requirements predominantly within the North of England.

The contracting authorities and organisations referred to in paragraphs 1 to 7 above shall be under no obligation to use the framework agreement.

The framework agreement will be entered into by PP and the successful suppliers however the framework agreement may be novated from PP to Re:allies if and when Re:allies is incorporated.
