The Bundesbank (hereinafter referred to as the Bank) aims to sharpen its profile and position itself for the future, particularly with regard to future topics and technologies as well as its operational excellence. The implementation of the so-called change program requires the use of external program support, which is to be made possible by this framework agreement.
It consists of three lots and is to be concluded with a maximum of three framework agreement partners each.
Lot 1: Strategy and Organizational Consulting, Lot 2: Process Digitization and Automation and Lot 3: Agile Coaching. In Lots 1 and 2, the customer focus will be on the measures of the change program, or areas directly affected by them. Lot 3 is to be open to the entire Deutsche Bundesbank in order to support teams in the application and use of agile methods.
During the entire term of the contract, a maximum of person-days (PT) may be requested to the following extent (the individual contracts in Lot 1 and Lot 2 will be awarded according to the cascade principle, the individual contracts in Lot 3 according to the rotation principle.) and remunerated: Lot 1: 25,000 PT, Lot 2: 17,000 PT and Lot 3: 12,500 PT.
Strategy and Organizational ConsultingThe subject of this lot is to support the bank and its departments in matters relating to the strategic development and operationalisation of strategic decisions in the context of the change programme. Consequently, this lot includes services in the context of the strategy (development) and management of the Bundesbank as an institution, as well as support services for achieving the target state in the organisation with the help of agile areas, an appropriately designed organisational structure. The expected services will be advisory and conceptual-strategic in nature, based on the fundamental decisions already made and initiated processes. In the case of longer-term implementation-oriented activities in the change programme, coordinative and controlling support, as well as the introduction of best practice approaches, are also required.
In addition to the focus on supporting the program, support services within the framework of operationalization within the affected departments are also to be expected, which are also covered by this framework agreement.
Process digitization and automation and optimizationThe subject of this lot is services to support process optimization and digitization as a dedicated topic area in the change program. Established processes can be optimized with the help of digitization or, if appropriate, fully automated with the help of different technologies. The contractor supports the bank in the analysis, optimisation and (re)design of selected processes and the underlying technology against the background of the principles of "digital by default", "user-centric", "once-only" and "co-creation".
Agile CoachingThe subject of this lot is coaching services to support the bank by providing qualified advice and support for its departments in the context of agilization at the level of teams and individual departments.
In terms of content, the following topics are to be covered:
- Implementation of agile coaching in agile teams
- Consulting and coaching: The action teams, interested organizational units of the bank as well as the agile pilots must be advised on the application of the agile way of working so that they can build up understanding through simple explanations.
- Training and empowerment of internal aspiring agile coaches through a mixture of theory teaching
- Sparring partner for the further development of internal concepts through consulting, knowledge development and exchange
