The network management processing platform ONE! (Short form: ONE!) is a project of Netze BW for the market roles distribution system operators and metering point operators, with the aim of a standardized, multi-client platform of the future.
SAP IS-U is currently in use for network management with a large number of in-house developments and specific configurations.
In order to meet the increasing competitive pressure and to be able to flexibly meet future requirements, the ONE! not only a future-proof, standardized solution is introduced, but also the cost efficiency of business processes (in the sense of cost-to-serve) and IT solution are optimized. The main objectives of the ONE! are:
- Maximum optimization of the cost-to-serve for the processes of the market roles network operators and metering point operators
- Reduction of today's complexity as well as standardization and harmonization of business processes and IT solution
- Flexible overall architecture and processes through modularity and configuration
- Multi-client capability to continue to offer and map services for other network and measuring point operators
The tendering company would like to purchase a solution to support the network management processes for the market roles of network operators and metering point operators. The tendered solution is to be provided in the form of application outsourcing (including operation of the necessary infrastructure components).
The advertised services are awarded in one lot and include the following certificates:
- Leistungsschein Proof of Concept (PoC)
- Software introduction and adaptation certificate (SEA)
- Leistungsschein Migration (MIG)
- Service certificate IT operation (ITB)
The software is to be adapted or configured to meet the specific requirements of the tendering company (LS SEA).
The solution must implement standardized business processes that are jointly optimized by Netze BW and the provider with the aim of minimum cost-to-serve. For this purpose, the provider must define optimal processes together with Netze BW and support the transformation to achieve the stated goals. It is intended that the achievement of the efficiency targets will be linked in part to the remuneration of the provider.
The proof of concept is intended to check the suitability of the agreed solution for its use by the tendering company (LS PoC).
After implementation (LS SEA) and migration of inventory data (LS MIG), the solution is to be transferred to productive use, operated and maintained (LS ITB). This applies to the standard software, any necessary adaptations and/or extensions as well as to all operated clients, which are also provided for third parties and thus external customers / clients.
An overview of the tendering company's requirements for the solution is set out in Appendix X.
