Technical support services. Portfolio management services. Technical analysis or consultancy services. Financial consultancy services. Defence Reform is driving a growing requirement for independent cost assurance and analysis services across the MOD. This is leading to a capability and capacity gap in the Cost Assurance & Analysis Service (CAAS) which impacts on MOD's need for improved cost management and stronger financial decision making. CAAS seeks support from suppliers with the relevant expertise to work with the organisation to deliver new capability and meet the growing demand for CAAS services in the following areas:
a. Enhanced service delivery to meet customer requirements, underpinned by industry standard cost management expertise and good practice;
b. Support CAAS through the introduction of the Single Source Pricing Regulations for the management of Defence non-competitive contracts;
c. Further development of the new CAAS Portfolio Analytics profession (including new products and services, data exploitation, training, output standards);
d. Further development of Independent Cost Estimating professional services to meet the enhanced requirement for support to the Equipment Procurement and Support Programme;
e. Augmentation of capacity on a 'call off' basis to satisfy customer requirements for cost management services which cannot be met 'in-house'.
Work will be predominately in Bristol but there may be work required at other CAAS sites Rosyth, Barrow, Manchester, London, Segensworth, Portsmouth, Devonport, Andover, High Wycombe and Northwood.
