The Geological Survey of Norway (NGU) wishes to acquire more knowledge about the heat development in Norwegian crystalline rocks and its effect on heat flow and temperature in sedimentary basins on the Norwegian continental shelf. We also wiches to assess the potential for deep geothermal energy. To achieve this NGU plans to drill 1 (one) vertical hole to a depth of 800 m at Veidholmen north of Smøla island in Møre og Romsdal County and hereby invites qualified companies to submit bids on this assignment.
1. Information on the drilling location
Drilling site is at Innveien located at one kilometer from Veidholmen in Møre and Romsdal. Drilling coordinates are UTM 448535 -7043010 north west, zone 32, EU datum 89. The drilling site is a former quarry along County Road 669, easily accessible for drilling equipment. There is access to water from small lakes nearby. The rock consists of both massive and foliated quartz diorite (gneiss).
2. Technical description of the work:
— Only ONE vertical borehole will be accepted. Minimum drilling diameter is 76 mm.
— Core drilling will go down to a depth of 800 meters (optional down to 1 000 m preferred). If during the drilling the contractor meets technical or geological problems, NGU shall be immediately contacted to discuss and decide whether to caster/case the hole or stop drilling.
— The casing in sediments over bedrock is required.
— The borehole must be cleaned and left clean after drilling. Extra flushing is required at the end of the boring.
— A meter per meter drilling report containing all drilling information about drilling speed, registration of cracks (fractures), inflows of water from cracks and other drilling information etc., is required at the end of the assignment.
— Drill cores should be sampled continuously and conserved in appropriate and marked (core interval, top/bottom) core boxes.
— The borehole must be secured with a lockable cap.
3. Evaluation of Bids:
The Geological Survey of Norway will evaluate and compare only the Price quoted of those Bids found to be substantially responsive. Detailed evaluation shall be conducted on the basis of:
— Quoted price (50 %)
— Bidder‘s experience, competence, reliability and technical ability to perform the contract (25 %)
— References for similar projects (25 %)
The evaluation shall take into consideration any discounts offered by Bidders.
4. The bid shall be submitted in the following format:
— Original Bid on paper, dated and signed, in a sealed envelope and clearly marked “ BID: COOP3 CORE DRILLING PROJECT “
— One copy in PDF format on CD or memory stick
— One censored copy in PDF format on CD or memory stick
Biders shall prepare an (original) bid and submit it in a sealed envelope. The envelope should then be placed in neutral envelope and sealed. The neutral sealed envelope should be marked: ‘Bid for COOP3 CORE DRILLING PROJECT’ and delivered within 4.11.2015 at:

Bids may optionally be sent by regular mail to: NGU, PO Box 6315 sloop, 7491 Trondheim. The Bidder may have the risk that the bid does not reach NGUs premises in Leiv Eirik Route 39, within the deadline.
Electronic Invoice (E-invoice):
NGU requires that the suppliers of goods and services have the capacity to send their invoices and credit notes electronically in accordance with the standard ‘Electronic Trade Format’ (Elektronisk handelsformat-EHF).
Valid tax certificate and HSE declaration shall accompany the tender.
NGU reserves the right to reject the entire, parts of the bid or to enter into negotiation with a selection of the most relevant suppliers. NGU reserve the right to go ahead with new request for bids depending on the size of received quotations, quantity and available budget.
NGU uses the regulation ‘General purchasing terms for government purchases of merchandise (AIS 89).
