EMV support systems (travel on EMV)

For the introduction of new payment methods and services, support functionalities and systems are required for the introduction of EMV (EMV support systems). These support systems are essential for supporting the new public transport payment system and ensure financial accountability and validation (correctness of rates, financial processing) of the generated revenues (reliability and completeness), risk and access management and enable the sale of subscriptions for the new payment methods and the provision of (online) service possible.

The assignment focuses on the (agile) development, further development and management of the aforementioned functionalities and systems. The intended results from the assignment are conditional for the implementation of the new public transport payment system and associated introductions of payment methods and propositions.

The scope of the tender concerns the conclusion of an agreement with a term of approximately 2.5 years (until the end of 2023) for Agile software development of the necessary EMV support services, including integration, further development and management and maintenance.

As indicated, software development takes place via an agile approach. This means that the various products are developed and tested in sprints to initially arrive at so-called minimal viable products (MVPs).

Scope parts

More specifically, agile software development involves purchasing an Agile development team that can develop the required software products in order to achieve the objectives.

In addition to the primary delivery of the products and MVPs for this, this assignment also explicitly provides for the further development of these and any new or additional functionalities or products. These functionalities or products will be partly developed in the initial contract term. An application lifecycle management or ALM contract ALM contract is concluded for this purpose.

The required management and maintenance of the developed products is also part of the assignment.

Intellectual property

An important requirement for this assignment is that the intellectual property of all software to be developed in this assignment will be vested in the Joint Parties. Contractor must agree to this.

License and other public transport companies

In addition, ownership creates the possibility that other public transport companies can make use of the developments that have been made, that costs can ultimately be shared by all parties and that each party does not have to fully develop its own environment. After all, most Dutch public transport companies need the same or similar functionalities for their business operations. The contractor may, under certain conditions, further resell the developed core and satellite modules commercially. The conditions include at least reasonable commercial conditions and respect for the intellectual and commercial property of the Joint Parties. To this end, a license agreement will be concluded between the Joint Parties and the contractor.

Availability and delivery

The development of software and associated products follows an agile development. Milestones have been mapped out in outline. These differ per phase. This depends on when what is brought to the 'market'. For phase 1, RET is aiming for implementation and rollout by the end of 2021 and GVB wants to introduce this basic functionality in March 2022. Subsequently, from mid-2022 to 2023, various existing and new propositions with a new public transport travel pass (successor public transport chip card) will be introduced and sales by third parties will be made possible.

The various products follow the aforementioned phasing and timelines. This means that the first results to be delivered in MVPs (products 1 to 4, Feedback Settlement Server, Central and Aggregated LSF and Rate Calculation) are related to 'Travel with the bank card' and will have to be available in the last quarter of 2021 for implementation / integration and further development. A test version of the MVP of products 1 and 2 must be delivered no later than 1.10.2021. Specific development of MVPs for sales and service (products 5 to 7) should be available later - expected in the first half of 2022.

With regard to the timelines, it is assumed that an initial development of the various MVPs takes place in parallel and has an average lead time of 3 months (per product / MVP).
