This procurement package is for plan vectorization, recalibration of data to a new basemap, vector data enrichment, and conversion of data to a new storage format.
The objective is to constitute the entirety of a complete and continuous location plan in vector format in a relational spatial database compatible with AutoCAD Map software.
The vectorization services targeted by the contract concern the networks of the following 3 businesses: electricity, gas and telecom.
The vectorization service includes the following activities:
• Digitization / vectorization: A large amount of cartographic information present at ORES is still only available in the form of digitized raster plans or hybrid planes, i.e. a mixture of vector adaptations made on a scanned plane. One of the objectives of this market is to vectorize all these sources, that is to say to make available the information they contain in the form of topological primitives such as points, lines or polygons.
• Registration of data on a new reference plane base: The location planes that are currently already vectorized at ORES use a specific ORES basemap called the WallORES. ORES is legally obliged to adopt as the official reference plan base the PICC (Plan Informatique de Cartographie Continue) of the Walloon Region. One of the objectives of this contract is to recalibrate all the information of the tracking plans (i.e. the elements not yet vectorized and those that are already vectorized) on the official PICC repository. To do this, certain network elements and certain quotations (or quotations) will have to be repositioned on the basis of identifiable elements in the new background plan and on the basis of the values of the quotations themselves. The systematic encoding of the real position of ORES assets (absolute positioning) based on the interpretation of the relative positioning elements is also an integral part of this market.
• Enrichment of vector data with alphanumeric information: The topological primitives present in vectorized and recalcitrated plotting plans will have to be enriched using alphanumeric information (attributes). This information is of two types:
o Unique identifiers from the ORES Enterprise GIS – this in order to eventually promote the migration of data from the tracking plans into the GIS
o Specific metadata – this in order to anticipate compliance of the data in our tracking plan with the Walloon IMCC exchange format;
o Metadata showing the level of precision (class) of the entered positioning
• Conversion to a new storage format: One of the objectives of this market is to convert all the information of the location plans (i.e. the elements not yet vectorized and those that are already vectorized) to a relational geospatial database storage format that can then be managed from the AutoCAD Map software.
These different activities are intrinsically linked and aim to constitute a centralized inventory of ORES AS-BUILT data on a very large scale, data to meet current (vectorization) and future (IMCC compatibility) legal requirements.
