Expert services for the remediation investigation, preparation of a dismantling and disposal concept as well as the assessment of groundwater contamination

The "former gasworks site" Emsdetten with an area of approx. 4,000 m² is located in the immediate vicinity of Emsdetten railway station and is to be further developed for a higher-quality use for residential and service purposes due to its central location and the importance for the district development "Bahnhof Ost". For this purpose, the expert services are necessary, which are advertised in 3 phases.

Phase 1: Expert services for the implementation of a remediation investigation and preparation of a dismantling and disposal concept as well as the assessment of groundwater contamination and preparation of the necessary declaration analysis for a soil excavation (will be firmly commissioned):

Phase 2: Remediation planning and preparation of a restructuring plan (option 1)

Phase 3: Expert services in the context of renovation and building dismantling (option 2):

An offer is to be drawn up on the basis of the service description, whereby these serve only as orientation and the AG and the companies a uniform

This is the first time that we have had a debate on this subject in the European Parliament.

'

As part of the offer, the bidder should present the project team envisaged by him and outline the processing concept for the implementation of the advertised task.

'

The presentation of the project team includes the presentation of the planned project organization with the names of the intended employees and their areas of responsibility. To describe the competence and experience of the employees, forms 14.1-14.3 (to be supplemented if necessary according to the number of intended employees) must be used. The planned distribution of tasks must be explained in a short accompanying text or a meaningful organisation chart.

The procedure for quality assurance and to ensure compliance with deadlines and costs must be described. It is also important to consider how a continuous

Project processing is ensured in the event of illness or vacation.

'

The bidder should make an assessment of the problems of the project to be worked on and explain his coordinated approach to the provision of the awarded service. He should describe in an appropriate manner in writing (no more than 10 pages) how he intends to handle the project organizationally and temporally in the event of an order.

'

The processing concept should include the following points:

'

- identification of information deficits,

'

- planned procedure for the preparation of a dismantling and disposal concept (preparation of an investigation program including a sample proposal for a building / pollutant register),

'

- the planned procedure for carrying out the remediation investigation (preparation of an investigation programme),

'

- temporal structuring of the project in phase 1,

'

- Cost estimation for external services within the framework of phase 1.

'

In the negotiation phase, the bidder who can be expected to provide the best possible performance from the group of suitable bidders is determined on a performance- and contract-related basis. The evaluation criteria are shown in the evaluation matrix "Award criteria", which is available on the award marketplace.

'

It is intended to reduce the number of applicants invited by the AAV to Hattingen to the presentation date to two to four after examination of the submitted offer documents.

'

It is intended to freely agree on the fee for the services requested in this service description. The present tender specifications as well as those issued by the tenderer

are the basis for the fee offer to be submitted. The fee offer is intended to cover all costs that are necessary from the point of view of the bidder for the execution of the work. Additional costs are to be included in the unit prices.

'

In the fee offer, hourly rates according to different qualifications of the employees according to § 6 Abs. 2 HOAI as well as unit prices for travel expenses must be stated as a contingent item.

'

Participation in coordination discussions / presentation appointments at the request of the client will be remunerated separately. The costs for the arrival and departure to meeting /

Presentation appointments in Hattingen at the AAV or in Emsdetten as well as for the preparation and follow-up including minutes are to be offered as lump sums.

'

All draft reports shall be submitted in advance in writing. Before the final version is drawn up, the report must be submitted with the contracting authority and other technical parties involved in the measure.

Vote. The fee to be offered shall include the delivery of all documents in 5 copies and additionally on data carriers (3 copies) in pdf format. Maps, tables and presentations are also available on request in the form of georeferenced data or files that can be further processed by common programs (e.g.dxf, xls, ppt).

The scope of services for phases 2 and 3 was estimated. Prior to implementation, the offer must be specified on the basis of the unit prices set, if necessary.
