This contract concerns the purchase of credit packages from the Google Maps platform, which is composed of different products, and Google APIs/SDKs. The contract also covers the purchase of licenses for Google Maps Asset Tracking.
The contract is awarded following an open procedure in accordance with Article 36 of the Law of 17 June 2016 on public procurement.
The National Geographical Institute (IGN) acts in this context as the contracting authority of the central purchasing body. The service provider undertakes, throughout the duration of the contract, to provide the IGN and any possible participant in the central purchasing body, hereinafter referred to as the customer, with the provisions and conditions set out in the documents of this contract and those of its tender, as approved by the contracting authority.
The following entities can be customers in said central purchasing:
• federal public bodies (such as IOPs, FPS, PPS, IPSS, Defence, scientific institutions), including Astrid SA, and (local) response services, such as police, fire brigades and medical response services.
• legal persons governed by public law (such as Bpost, Infrabel, Proximus, SNCB).
Each customer will be responsible for the payment of invoices relating to the orders he has placed.
The maximum estimated total value of this public contract is €761,000 (including VAT) broken down over four years.
During the duration of the said central purchasing body, the following orders may be placed:
• a maximum of 100,000,000 credits for the Google Maps platform. The credits purchased remain valid for the entire duration of the central purchasing.
• a maximum of 100,000 Asset Tracking licenses. Purchased Asset Tracking licenses remain valid for one year after purchase.

During the duration of this central purchasing office, the following orders can be made:
• a maximum of 100,000,000 credits for the Google Maps platform. The credits purchased remain valid for the entire duration of the central purchasing.
• a maximum of 100,000 Asset Tracking licenses. Purchased Asset Tracking licenses remain valid for one year after purchase.
For credit packages, the bidder provides an overview of the number of credits per API call, for all APIs/SDKs offered.
The Google Maps platform is composed of maps, roads and places products.
• The Maps product (with Maps and Street View functions) offers static and dynamic maps, streetview and 360° images.
• The Routes product (with route descriptions, distance matrix and routes functions) tells users the best route with a lot of real-time traffic data and information.
• The Places product (with the functions given on the location, current location, search for a place, autofill, geocoding, geolocation and time zone) offers the possibility to find a specific location using detailed location data.

The Google Maps platform is available for more than 200 countries. However, under this central purchasing body, the minimum requested covers Belgium plus a border area of 50 km in neighbouring countries (Netherlands, Germany, Luxembourg and France).
With the Google Maps platform, the following service must be offered:
• SAVE the minimum 99%;
• Guarantee of exclusion from advertising;
• Technical support/assistance, at least during office hours, with certified consultants, in Dutch, French and German.
In addition, the following conditions for data storage and security must be met:
• ISO/IEC 27001 certificate on information risk management;
• Compliance with GDPR guidelines;
• Data centre(s) and data storage in Belgium.
The IGN receives access to the Google Cloud platform, where it has access to an overview of the various customers affiliated with the central purchasing. Consumption (Google API and Asset Tracking licenses) per customer can be tracked by the IGN. Only the IGN registers a credit card for the main account, but the actual consumption is charged directly to the relevant customer.
