WOONZO cvba is a South Limburg social construction company with about 1,200 social housing units in the working area Tongeren, Heers, Borgloon, Riemst and Voeren. During the duration of this project, WOONZO will be merged into the Limburg merger company WIL – Wonen in Limburg.
The site 'Begijnhof' is located against the city center of Borgloon, within walking distance of the town hall, the Markt, the Speelhof and the church. Borgloon is a historic town located on a slope, which also strongly characterizes the site. There are currently 34 semi-detached social bungalow homes for seniors from Woonzo, a residential care centre, the nursing home and beguinage chapel and the Avondrood assisted living apartments on the site. Woonzo's small 'pavilions' are very outdated, energetically inefficient and with their one storey they no longer meet the current demand for compactness and sustainability.
There are many new challenges in this urban core area. In 2021, a vision was already drawn up for the development of an experience center for the residential care center part and the protected nursing home and beguinage chapel. Woonzo now wishes to realize new social housing for seniors and private developments on this site in close connection with a new, green public space. After all, a new occupation of the site with high-quality and sustainable homes for seniors offers the possibility to also create a park here.
In the first instance, Woonzo wants to preserve the green character of the site and have a master plan drawn up for this area. The master plan must determine the urban structure and indicate the desired image quality of the buildings and the green, public space. When drawing up, particular attention should be paid to the relationship with the immediate environment and the fordability of the site. The RUP Centre Borgloon, approved in June 2014, is currently obstructing a new interpretation. The intention is to use this design assignment to revise this part of the RUP Centre in a qualitative and responsible manner.
Woonzo commissions the design team to realise 34 new, high-quality social housing units for seniors. The construction of the park is also part of this assignment. The number of private residential units that are urban planning appropriate on the site will be determined in the master plan.
The assignment includes the entire study assignment for
- the preparation of a master plan and development strategy for the entire site 'Begijnhof' in Borgloon (the revision of the RUP is not part of this assignment)
- the construction of 34 social housing units for seniors
- the construction of a park and infrastructure
