The Contracting Authority would like to procure a new collaboration partner for the management (with an option for operation) and further development of the guardianship application (Vera), which is the case processing system for guardianship cases. The application is used by approx. 250 case workers in 16 county governor offices, as well as the Norwegian Civil Affairs Authority.
A new Guardianship Act came into force on 1.7.2013 and responsibility for guardianship was transferred from municipal supervision to the county governor offices. A case processing tool (Vera) was developed that is used by case workers at the county governor and the Norwegian Civil Affairs Authority (SRF) to manage guardianship from start to finish, including making decisions, follow-up of cases, replying to enquiries, follow-up of finances and supervision. Vera is used by approx. 250 case workers and approx. 67 000 guardianship cases are managed in the system. The system consists of joint interface that connects several components in a SOA architecture mainly based on JAVA and Sharepoint, which handles case processing, including document production and archiving, as well as a finance module for controlling guardians´ financial resources.
SRF shall enter into a new maintenance contract that will come into effect at the latest 1.7.2019. The aim of the procurement is to procure a general system for application management of Vera.
As a starting point, “application management” means operation and maintenance of the application, as well as other management assignments connected to the application. The procurement also includes options for further development of the system.
The tenderer will, amongst other things, have overall responsibility for maintaining and further developing the different modules included in Vera. We would like the tenderer to function as a collaboration partner for SRF, particularly with a view to the optimisation and further development of the application and the use of new technology such as robotisation, automation and artificial intelligence. The procurement also includes an option to expand the system to include SRF's other fields.
