Development of a municipal development plan into which will be integrated:

1) a Municipal Business Development Scheme (SCDC),

2) a flood risk prevention plan (PPRI),

3) the report on the environmental impact of SDC and SCDC,

4) option required: the plan to repeal a soil (n o 1 of the Trillet district) with report on the related environmental impacts.

Introduction: municipal objectives.

The purpose of the Communal Development Scheme (SDC) is to provide the municipality of Soumagne with a tool for orientation, management and programming of its regional planning policy.

Without prejudging the inventory which will be carried out within the framework of the SDC, any observer can quickly notice the diversity and complexity of the territory of the commune of Soumagne. Urbanized cores, villages and boroughs with varied population densities, brownfield sites to rehabilitate, a partially occupied artisanal zoning, numerous agricultural lands, all crossed by paths, by municipal roads, by very busy regional axes , by a motorway which divides the municipal territory in two, by a RAVEL, a TGV line ..., all this makes land use planning particularly complicated.

The merger of municipalities in 1977 brought together an urbanized core (around the former coal mining activities) into villages with rather agricultural vocations. The municipality does not currently have any structural diagram. The SDC will make it possible to rethink and organize the management of the territory in a harmonious, coherent and prospective manner.

Main questions to which the TCS must provide answers:

1) How to master urbanization?

The demographic increase and the presence of land that is still buildable are causing strong real estate pressure on Soumagne. The wish is to concentrate the habitat by densifying the urban cores and to stop the peri-urbanization in ribbon.

2) How to preserve rurality?

The will is to preserve agricultural land as well as the rural character and the identity of

while avoiding making them dormitories. The town of Soumagne grants indeed

much importance in maintaining the semi-rural character of its territory, and does not wish to become an additional urban municipality on the outskirts of Liège.

3) How to improve mobility?

The aim is to increase the supply and relevance of public transport, the links between the villages and to promote soft mobility, in particular by using the RAVEL base as a structuring axis.

4) How to protect the environment?

It is essential to preserve agricultural land, green and blue spaces and to promote

biodiversity. The wish is to insert nature into the heart of neighborhoods and villages.

5) How to ensure economic development?

Existing business activities must be safeguarded and valued. this implies

in particular a reflection on the development of the surroundings of N 3 and 621, on the advisability of

develop businesses also in the peripheral nuclei, on the way to convert sites of former economic activities or brownfields.

Our desire is to enhance the value of activities linked to tourism and to encourage

activities of local producers while strengthening the common-province partnership.

6) How to ensure access to services?

Access to services for village residents should be improved.

Cultural and educational services must be accessible and attractive.

All this by promoting:

1) cohesion and social mix.
