Contract for the rental of housing modules for the reception of Ukrainian refugees

In the context of the Ukrainian crisis, the EU Council of Ministers, by Decision 2022/382, activated Council Directive 2001/55/EC of 20 July 2001 on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures to ensure a balance of efforts between Member States in receiving such persons and bearing the consequences thereof. EU Member States must therefore take measures to receive persons benefiting from temporary protection (BPT). These measures include ensuring that they have the means to find decent housing.

The number of people likely to need assistance in accessing housing in the Brussels Capital Region for the coming months is estimated at 12,000.

It emerged that no proposed building was directly usable. It was therefore necessary to prospect the sites likely to be transformed into reception housing and to define the needs in terms of works and development of available land, before being able to launch the present contract.

The Brussels-Capital Region had set itself the task of finding a housing solution for these people before the start of the winter period, i.e. on 1 November, which represented a particularly short deadline. As this deadline has passed, but the urgency is still present, we are trying to move towards an allocation as quickly as possible.

Therefore, it is a closed budget public supply contract of € 2,000,000 incl. VAT for the rental of modular housing, the preparation of the land as well as the installation of modules on the Lennik Road site.

The object of the contract concerns the rental of modular housing allowing the temporary accommodation of a maximum of Ukrainian refugees in the fixed envelope of 2 million inclusive VAT. The housing units will be installed as soon as possible after the contract is awarded and the goal is to reach 180 spaces. The number of places available is one of the allocation criteria. These housing units will be installed on land belonging to the contracting authority.

The contracting authority wishes to rent furnished and furnished residential units. These housing units are either immediately available for installation or available for installation within a maximum period of two months from the order. These housing units can consist of several modules.

Given the target population, the bidder must be able to propose modular housing units adaptable to several family situations.

The different expected family situations are distributed as follows:

• +/- 30% of the request: male-female-child families, i.e. 3-4 people;

• +/- 5-10% of demand: single men;

• 60% of demand: single women with child(ren) (average 1-2 children)

The tenderer will be responsible for preparing the land to accommodate the housing units. This includes, but is not limited to, the clearing of the plot, the preparation of the land, the work necessary for the connection to the applicants, the roads, the exterior lighting, a fence delimiting the land, etc. Or everything that is necessary for the housing units to be in the best possible conditions. To facilitate installation, the proposal is to install the modules on metal construction plates or any other solution that seems functional and fast.

These modules must be installed quickly. The contracting authority is well aware that it is difficult to install all the modules at once, which is why the tenderer is free to propose a phasing of installation, taking into account the following requirements:

- at least, the installation of 50% of the first housing units must be done within 60 days of the award of the contract.

- The rest of the housing units must be made available for the following 30 days.
