The object of the procurement is a financial, HR and payroll administration system entity for the financial and HR administration and payroll administration of the municipality of Sotkamo as a SaaS service, including system implementation, maintenance and support.

The aim of the procurement is to purchase a system solution based on competitive tendering, in which the supplier offers the municipality of Sotkamo a comprehensive financial, personnel and payroll system solution as follows:

-Human resources and payroll administration; payroll, remuneration, employment management, travel and expense invoicing, reporting, statistics

-Financial management (OPTION); financial planning and budgeting, accounting including consolidated financial statements, accounts receivable and accounts receivable, payment transactions, fixed asset accounting, reporting, statistics

-Implementation project: definition of access rights, definition of account and cost center information, user training and written instructions, transfer of previous material to the new program (integration)

-Software maintenance, daily support.

-As an option, the customer can acquire a legal electronic archiving solution according to needs to be specified later.

The solution model offered must be suitable for public administration and meet the different recording needs of the municipal model.

Currently, the municipality of Sotkamo purchases financial and payroll services from Monetra Oy. The client uses Personec F for salaries and Intime for accounting.

The client makes separate decisions and agreements on the procurement of HR and payroll administration and optional financial administration software services.

The contracting entity selects one (1) supplier as the contracting partner.

The personnel and payroll system must be in production use as of 1.11.2023 and the financial administration system as of 1.1.2024. The supplier schedules the implementation project to suit this. However, the timetable may be postponed at the request of the subscriber.
