Description:
Acquisition of instant messaging and incident solution

LapIT Oy is an in-house company owned by municipalities and joint municipal authorities that provides ICT and information management services. Our owner-customers currently include a total of 30 organizations. Our operating area covers the regions of Koillismaa and the province of Lapland. Our services consist of basic IT and ICT infrastructure services, as well as a growing variety of information management expert services for the needs of our owner-customers. The customer sectors that utilise our services include social and health care services, educational and cultural services, community services, and administrative and support services. We provide services in close cooperation with our numerous partners.

In the tendering process for the procurement of an instant messaging and incident solution, our goal is to find a solution for instant messaging and incident communication for our different owner-customers. Based on the procurement agreement to be concluded, the customer has the right to use the service himself or herself and to sell the service to his or her current and possibly future customers. Customers are mainly located in the region of Lapland and Northern Ostrobothnia.

LapIT Oy is a company owned by municipalities and municipally owned companies in Northern Finland, which serves its owner-customers in all ICT matters. LapIT Oy maintains the systems, procures the equipment and takes care of the tendering process.

LapIT Oy (Subscriber) requests quotes for the complete service of the organisations' internal instant messaging and incident solution. LapIT Oy operates as a procurement unit and is responsible for the tendering of the procurement in its role as the Client. Based on the procurement agreement to be concluded, the customer has the right to use the service himself or herself and to sell the service to his or her current and possibly future customers. As a Client, LapIT Oy is responsible for the outsourced service agreement with the selected service provider and for the service agreements with its owner-customers.

The target of the procurement is a secure instant messaging, alarm, information and call to work system intended for internal communication and disruptions of organisations, which will be used by LapIT Oy's owner-customers. The goal of the procurement comprehensive service solution is to enhance anticipation, preparedness, communication, information and personal security, taking into account the continuity of operations and information security aspects. The acquisition includes integrations, commissioning, recurring fees and other operating costs. Due to the criticality of the system, the procurement may be expanded later to cover all of LapIT Oy's owner-customers and their internal instant messaging and incident resolution needs. The costs of a possible expansion are now defined as an additional procurement opportunity in the service contract of the entity to be acquired. The required system is an alarm and information system for an instant messaging and incident solution that utilises location data and enables instant communication between different groups and calls to work in exceptional situations and in daily operations. The system must be available on mobile devices, computers and official devices (VIRVE). Typical use cases of the system include, for example, major accidents, informing organisations of disturbances, ensuring personal safety and steering operational activities in exceptional situations and conditions, as well as in daily communications.

With this agreement, the Subscriber acquires an instant messaging and incident solution in accordance with the estimated need and quantity of the total service per user. The scope of the contract is estimated at 1500 users.
