Planning services for the new construction of the main development road “Alte Crivitzer Landstraße” and the “Müss Erbau” residential road in accordance with the HOAI Part 3 of the property planning, section 4 transport facilities, service phases 1 and 2, special services.

The planning services shall cover the work phases 1 and 2 according to HOAI.

The planning service is assigned to the Honorary Zone IV (Basic Onorary Rate).

The planning task also includes the creation of a guidelard/concept idea for the overall project. In the preliminary planning, at least 3 variants are required, one of which will be developed as a preferred variant. This includes site plans, an explanatory report with cost estimation for all variants, and selected assembly profiles.

The road drainage must be conceptually planned.

The Alte Crivitzer Landstraße runs from junction B 321 An der Crivitzer Chaussee/Lomonossowstraße to the ramps of the B 321 at the border with the municipality of Raben Steinfeld in the district of Ludwigslust-Parchim. The planning is therefore also part of the extra-urban section “Müss Abau”, which is connected to the Alte Crivitzer Landstraße in extension. The total length of the expansion line is approximately 1.3 km.

The expansion line is divided into 4 sections.

Section I: From junction B 321 on Crivitzer Chaussee/Lomonossowstraße/Alte Crivitzer Landstraße to Consrder Weg

Section II: From Consrder Weg to the entrance allotment (height of house no. 27)

Section III: From the access to the allotment gardens to the village sign

Section IV: From the sign to the ramps of the B 321 at the city limits

Minimum requirements (conditional exclusion criteria):

1. evidence of liability insurance with a cover for personal injury of EUR 1,5 million, twice maximised;

2. Proof liability insurance with a cover for other damages (property and financial losses) of EUR 1.0 million, maximised twice,

3. Reference projects of the last 5 years comparable to the performance tendered;

4. Proof of entitlement to use the professional title of architect and/or engineer in accordance with the Architects/Engineering Act of the respective federal state for foreign applicants, proof of equality in accordance with Directive 2005/36/EC, as amended by Directive 2013/55/EU,

5. Extract from the professional register, trade or partnership register of legal entities,

6. Proof of registration in a Chamber of Engineers/Architects by freelance architects/engineers.

Award criteria:

1. Forecast Fee — Weighting 30%, Scoring 0-5,

2. Quality of the technical and content approach — weighting 40%, score 0-5,

3. Quality of methodical and organizational approach weighting 30%, score 1-3.

The contract is awarded to the tender, which achieves the highest overall score, taking into account the above criteria and weaks.

In the event of a tie, the bid is awarded to the offer with the highest point value in the "fee" criterion.
