The companies' objective is to procure a high-quality, cost-effective comprehensive solution that meets the current needs of both the companies and the electricity market, which develops and is proactively developed as the operating environment and the needs of the companies change.

The overall settlement must fulfil all provisions and requirements laid down by the legislation and authority throughout the period of the contract. The object of the acquisition shall meet the existing and known regulations and requirements at the time of publication of the invitation to tender for new remote electricity measurement equipment and related services as included in the price of the offer.

The acquisition is carried out as a multi-vendor framework arrangement.

The total solution offered shall cover the following products and services in accordance with the technical and operational specifications specified in this call for tender and its Annexes:

— New remote telereadable measuring devices for electricity, as well as data transfer solutions and services that enable remote reading.

— Installations of measuring equipment with regard to the locations of use included in the mass installations, as well as the installation equipment necessary for installation.

— Delivery logistics of measuring equipment and proper disposal of existing measuring equipment to be removed when the supplier installs a new measuring device.

— Measurement service covering lectures and alerts of data measured and registered by measuring instruments, as well as various remote programming, controls and requests for the measuring instrument.

— Support and maintenance services for the measurement service and the connection of new locations to the measurement service.

— Fault-fixing of warranty measuring instruments and the maintenance service of measuring equipment.

— Access interfaces that allow the integration of subscriber systems and services into the vendor's service environment.

— Transfer of the measurements of the subscriber's existing electricity use sites to the measurement service provided by the supplier.

— Delivery projects covering the implementation of the measurement service, existing transfer of vaults measurements to the measurement service provided by the vendor, mass installation project and projection, management, coordination and project management of delivery projects.

— Educations.

In addition, the overall settlement should include the following additional acquisition opportunities, i.e. options, which are decided by the subscriber to redeem:

— Transfer of existing and future measurements of district heating and water meters to the vendor's provided measurement service (multienergy) for the locations of use specified by the subscriber (mandatory option).

— Installations of single-mounted new electricity measuring equipment (mandatory option).

— Individual functionality options mentioned in the RFQ.

Urban network companies will refine the content of the acquisition during the negotiation process.
