Evaluation aims/questions. The overall aim of this study is to undertake a detailed process and impact evaluation of the Midlands cluster Vanguards. The study should be both formative and summative in its design. As such, it should be used to shape the delivery of the programme as it is delivered, as well as provide summative findings on the impact that the programme is having. The evaluation should answer the following key questions: — What is the context (e.g. history, culture, relationships, health inequalities, local and national policies, national legislation)? — What key changes have the vanguards made and which providers, workforce groups and patients are being affected by them? — How have these changes been implemented? — What has been the role and benefit of patient/carer and public involvement and workforce engagement? — What is the change in resource use and cost for the specific interventions that encompass the vanguard programme (IUC and other UEC priorities) locally.
