The purpose of the invitation to tender is the purchase of loose furniture for the Paavola community centre for the client under the conditions specified in this invitation to tender and its appendices. The acquisition concerns both furnishings and interior design as well as actual furnishing.
The school is currently under construction. It is scheduled to be completed by the end of August 2023 and school activities will begin on the premises on 8.8.2023. Paavola's community centre houses a school from preschool to 6th grade, a 2-group daycare centre, a community college as an evening user, and other evening use and a local library. The school will have about 100 students in the age group 6-13 years (preschool and 1-6 grades) and the kindergarten will have 35 early childhood education children in two groups.
The client's goal is that the learning environments form a pedagogically versatile and flexible coherent whole. In accordance with the new curriculum, learning and competence that is not tied to place and time will be made possible in an appropriate way in the development of the learning environment.
The acquisition is carried out in reverse, that is, the so-called French chore. Bids are hereby judged only on the basis of quality and the bid that received the highest quality score wins
The ceiling price of the tendering process for loose furniture is EUR 220,000. The set ceiling price must not be exceeded. Undercutting the ceiling price does not affect the assessment.
The Paavola community centre in the municipality of Siikajoki will be completed in August 2023. The building is 1613 m2 (apartment area) and will be commissioned at the beginning of the new academic year on 8.8.2023. Paavola's community centre is located at Koulutie 2, 92430 Paavola. The community centre houses a school from preschool to 6th grade, a 2-group daycare centre, a community college as an evening user, other evening use and a local library. The school will have about 100 students in the age group 6-13 years (preschool and 1-6 grades) and the kindergarten will have 35 early childhood education children in two groups.
The target of the procurement is loose furniture for schools and daycare centres. Kitchen furniture, library bookshelf furniture and technical class machining benches are excluded from the purchase. The floor plan and furniture diagrams are attached to the invitation to tender (Appendices No. 1-2). The colour plan for the interior of the building is attached as Appendix 3 and the list of the premises and the furnishings to be purchased for them are attached as Appendix 4A and 4B (description of the operation). Attached 5 is the archicad model file of the community centre.
The aim is for the learning environments to form a pedagogically diverse and flexible coherent whole. In accordance with the new curriculum, learning and competence that is not tied to place and time will be made possible in an appropriate way in the development of the learning environment.
The client has the right to supplement or reduce the amount of furniture to be ordered by +- 10%, from the offered amount. In the final order, the customer reserves the right to change individual products, color scheme and / or upholstery materials if it considers that there are appropriate grounds for this.
The furnishings must be delivered to the school so that the furnishing can begin no later than 31.7.2023 and the final inspection of the furniture must be completed on 8.8.2023, if the school building is completed on schedule by the beginning of August 2023. The commissioning inspection of the school will be carried out by 31.7.2023. The furniture must be delivered by 31.7.2023. Earlier delivery can be agreed separately. The furniture can be delivered already from 1.7.2023 to the gymnasium of Paavola's current school, which is about 30 meters away from the premises of the new community centre. However, the furniture must be inspected, installed and wiped for the school by 8.8.2023. For daycare centres, the furniture must be inspected, installed and wiped by the end of August 2023. More specific delivery dates are agreed upon in connection with the order.
Questions related to the request for quotation must be sent by 31.1.2023 at 12.00 noon. Questions should be submitted from the Tarjouspalvelu.fi Vendor portal. In the same place you can also find the answers to the questions. Questions otherwise referred in order to ensure equal treatment of tenderers will not be answered.
If the tenderer notices any ambiguity or contradiction in the invitation to tender or if any of the matters raised in the invitation to tender is open to interpretation, the tenderer shall be obliged to raise the matter by submitting a specific question.
When making the offer, the tenderer shall take into account the above questions and the answers given to them, as they contain the latest information regarding the tender offer.
Tenders must be submitted by 14.2.2023 at 12.00 noon. Quotes must be submitted electronically from the Tarjouspalvelu.fi Vendor portal. Tenders submitted in any other way will not be accepted. The tendering system closes automatically at 12:00:00. After the automatic closing, the system does not accept late offers (12:00:00).
The tenderer shall only download the attachments requested in the invitation to tender (if the tenderer has downloaded documents and explanations other than the requested ones, they may result in rejection of the offer due to contradictions in them).
