Helsinki University Properties Ltd is competing for the design and construction of a new building for the Kumpula Natural Science High School. The building is located on the Kumpula campus of the University of Helsinki and is leased to the City of Helsinki.
The procurement will be carried out by competitive negotiated procedure. The purpose of the acquisition is to find a consortium of the main contractor, the building services contractor and the general and architectural design bureau, who, together with the client and the user, designs and executes the project according to the client and the tenant.
First, a contract notice is published, which all interested journalists may request to participate. Three (3) consortia will be selected for the negotiation phase, unless there are fewer suitable consortia. Only selected candidates may take part in the negotiations and submit a tender.
The subscriber organizes bilateral negotiations with each bidder during the bidding phase. The purpose of the events is to ensure that the tenderer understands not only the content of the invitation to tender and the selection procedure, but also the principles of the project implementation. During the negotiations, the tenderer has the opportunity to ask questions and provide feedback on the contents of the initial invitation to tender and its annexes.
At the end of the negotiation phase, the subscriber submits a final invitation to tender for the offer. Tenderers who have submitted a tender under the invitation to tender will be paid a tender fee.
