Description:
Delivery and installation of photovoltaic installations in the municipality of Niemce

1. The object of the order is the delivery and installation of photovoltaic installations in the municipality of Niemce. The contract is implemented as part of the project “Eco-Effective Municipality Niemce Stage V” co-financed by the EU under the Regional Operational Programme of the Lublin Voivodeship for 2014-2020 Priority Axis 4 Environmental Friendly Energy Action 4.1. Support for the use of RES.

3. The subject of the order is the delivery and installation of photovoltaic installations in the territory of the municipality of Niemce, including, inter alia:

1) supply and assembly of 169 pcs of photovoltaic installations with a power of min. 3,42 kW, in 169 indicated locations;

2) delivery and installation of 185 pcs of photovoltaic installations with a power of min. 4,18 kW, in 185 indicated locations;

3) installation made on the basis of modules of monocrystalline photovoltaic panels with a power of min. 380 W;

4. Inverters mounted under the order must have approximately 1 kW of stock power to connect an additional 1 kW,

5) installation of support structures of photovoltaic modules,

6) installation of photovoltaic panels on the structure,

7) installation of solar wiring between modules and inverter,

8) making the main installation for connecting the inverter to the main switchboard of the building,

9) installation of the RDC DC DC circuit switchgear,

10) assembly of the inverter,

11) installation of RAC switchgear switchgear switchgear unit,

12) the performance of anti-shock protection,

13) the performance of surge protection,

14) trials, measurements, adjustment and technological start-up of the plant,

15) the execution of abbreviated post-construction documentation for each project participant and full post-construction documentation for the Contracting Authority (certificates, guarantees, instructions for operation, implementation projects, set of electrical measurements, set of documents to change the meter, documentation received from Ordering Party with red-colored corrections),

16) connection to the PGE Distribution S.A. network, together with the preparation of a set of documents and the declaration of installation,

17) training Users in the proper operation of the installations performed,

18) drawing up service instructions containing the necessary information on how to proceed in the event of unexpected errors in the installation,

19) Programming and commissioning of the installation,

20) supplement possible cavities of walls, ceilings, sealing the roofing material after the passages of the wires,

21) other elements included in Annex 8 to the SWZ (design documentation) and the contract template of Annex No 7 to the SWZ).

4. The Contracting Authority requires that the installation in one location take no more than 3 working days following each other.

5. For the period of warranty, the Contractor shall be obliged to perform all service activities required by suppliers of assembled equipment (services, reviews, etc.) in order to maintain the manufacturer's warranty.

6. The Contractor of each task shall grant guarantees and guarantees for the work performed for a period of not less than 3 years and not more than 5 years from the date of signing by the Contracting Authority and the Contractor of the final acceptance protocol (the guarantee period is one of the criteria for the evaluation of tenders described in Chapter XVIII of the SWZ).

7. The order should be executed, inter alia, in accordance with the technical documentation of Annex/Annexes No 8 to the SWZ.

8. Equipment and equipment installed during the execution of the order must be new, in accordance with the parameters set out in the technical documentation.

9. Implementation of the object of the contract should be carried out on the basis of the applicable provisions, in particular the Act of 7 July 1994. Construction Law (Journal of Laws of 2020, item 1333, as amended), together with the implementing provisions, by the Contractor with the relevant experience, executive potential, and having persons with relevant experience and qualifications.

10. Materials used by the Contractor should correspond, as regards quality, to the requirements of products authorised for marketing and use in construction as defined in Article 10 of the Act of 7 July 1994.

11. Performance of the object of the contract and commissioning must also comply with all legal acts applicable to the subject of the contract, with technical and construction regulations, applicable Polish standards, guidelines and technical knowledge rules.
