Agency for Public Management and eGovernment (Difi) is the government's central milieu for the development of the human resources in public management.
Difi shall identify joint competence needs in the government and have knowledge of continuous initiatives. The directorate shall be a juncture and initiator that contributes to increased competence sharing, reuse of learning initiatives between government entities and more strategic competence development in the entities. Furthermore, the directorate will further develop the offer of central digital learning initiatives and tools for use in the entities, adapted to their needs, aims and learning culture.
As an amendment to the White Paper 1 S(2013-2014) the National Budget 2014, extra resources have been granted to a Digital Learning Platform. In order to strengthen and coordinate the competence development in the government and improve the use of resources, a digital learning platform shall be established that can be used in all entities and by all their employees. The learning platform shall include digital learning programmes and tools for strategic competence management. Traditional courses/learning initiatives shall be converted to digital learning programmes when the subject, educational considerations and the number of potential users call for it. Government entities currently use approx. 2 000 000 000 NOK per annum on competence development. There is, therefore, great potential for being more cost efficient by committing to joint competence development in the form of e-learning and sharing initiatives. Several competitions will be announced for e-learning courses in the near future.
Prosjektveiviseren is Difi's recommended project model for the implementation of digitalisation projects in public entities, see www.prosjektveiviseren.no for further information. The aim of the internet based guide is to contribute to more successful digitalisation projects. Difi offer classroom courses in Prosjektveiviseren with separate resources and external resources. The courses are popular and usually fully booked. Many public entities also arrange their own leaning initiatives in this area.
Difi invite companies to a tender competition for a e-learning programme based on Prosjektveiviseren. The contract is for the development and completion of an e-learning programme.
The e-learning programme shall contribute to good project management, project implementation and project ownership management in the public sector.
