The subject of the contract is the provision of municipal waste collection and management services in the City and Commune of Siewierz in 2024 and 2025. The subject of the contract is specified in detail in Annex 1 to the Specification of the Terms of Contract (SWZ) – Description of the subject of the contract (OPZ) and includes in particular:
1) collection and management of municipal waste from owners of real estate residing in the City and Commune of Siewierz,
2) collection and management of municipal waste from the owners of real estate on which the summer house is located, in the City and Commune of Siewierz,
3) equipment, collection and management of waste from the Selective Municipal Waste Collection Point located in Siewierz at 11 Ściegna Street.
1. The subject of the contract is specified in detail in Annex 1 to the Terms of Specification (SWZ) – Description of the subject of the contract (OPZ) and includes in particular:
1) collection and management of municipal waste from owners of real estate residing in the City and Commune of Siewierz,
2) collection and management of municipal waste from the owners of real estate on which the summer house is located, in the City and Commune of Siewierz,
3) equipment, collection and management of waste from the Selective Municipal Waste Collection Point located in Siewierz at 11 Ściegna Street.
2. Waste management shall ensure that adequate levels of recycling are achieved, prepared for re-use and recovered by other methods and that the weight of biodegradable municipal waste sent to landfill in accordance with applicable legislation is reduced.
3. The Contractor is obliged to perform the tasks in 2024 and 2025 in accordance with the schedule in force in the City and Commune of Siewierz. The Contractor is obliged to prepare a waste collection schedule for 2024 and 2025, containing additional educational information, including, among others, the rules of waste segregation and to print and distribute it to owners of residential properties and to owners of real estate on which the summer house is located, also in the event of any changes. The schedule requires each time to be approved by the Ordering Party.
Detailed schedule requirements are indicated in the OPZ.
4. The Contractor is obliged to equip and collect waste from the municipal selective collection point for municipal waste from owners of residential properties and owners of real estate on which the summer house is located, located in the City and Commune of Siewierz, hereinafter referred to as PSZOK for the duration of the contract.
5. The Contractor shall be obliged to manage the collected municipal waste in accordance with applicable regulations.
6. The Contractor's duties will include organizing in May or June 2024 and 2025 the collection of bulky waste from residential properties and from real estate on which the summer house is located and municipal waste is generated – in the "source" system.
7. The Contractor's duties will include organizing in May or June 2024 and 2025 the collection of electrical and electronic waste from residential properties and from real estate where the summer house is located and municipal waste is generated – in the "source" system.
8. The Contractor shall be obliged to submit electronically to the Contracting Authority evidence (weight, piece) confirming the transfer of waste to the installation.
9. The Contractor will be obliged to have a warehouse and transport base with technical and office facilities meeting the requirements of construction, sanitary and environmental protection regulations located in the Municipality of Siewierz or at a distance of no more than 60 km from the border of the municipality in which it has a legal title.
10. The Contractor is obliged to have the number of vehicles in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on the detailed requirements for the collection of municipal waste from property owners (Journal of Laws of 2013, item 122) ensuring the proper functioning of the system in the City and Commune of Siewierz.
11. The obligation of the Contractor or subcontractor to employ persons on the basis of an employment relationship is specified in Chapter III, point 41 of the SWZ.
12. Other requirements for the contract are defined by the SVP and the OPZ.
