Technical assistance of engineering of the property to GHK for all types of complementary works and activities to control the correct functioning of the facilities of the Gipuzkoa Waste Consortium. The competition includes all the actions to be carried out by the Technical Assistance of Property Engineering, related to waste management infrastructures, distributed throughout the Historical Territory of Guipuzcoa.

The following is a non-exhaustive list of works covered by this Technical Assistance contract that may be required depending on the needs that arise:

Drafting of Basic Projects to define the scope to be considered in new plants or modifications to existing ones.

Assistance in the drafting and processing of environmental licenses and activity licenses, as well as other types of required legalizations. Even wording if necessary at the request of GHK or the Consortium.

Drafting of technical specifications proposals for construction tenders and technical assistance in the tabulation of tenders submitted, including technical advice specializing in the formation of the Contract to be signed between GHK or the Consortium and the winners of the different plants or extension/modification thereof.

Assistance in supervising detailed engineering projects, supervising and controlling the correct execution of all construction work (as Project Management), assisting GHK or the Consortium in their start-up, as well as verifying the assurance of compliance with technical requirements and determined yields for the construction of the facilities.

Technical Assistance in general, such as Property Engineering, in those projects or studies related to the implementation of the different waste management works or infrastructures, included in the Gipuzkoa Territorial Sectoral Waste Plan.

If required, construction management of the construction of the infrastructures contemplated in the Sectoral Territorial Plan or the extension / modification of part of them.

If required, definition and execution of the detailed engineering of the possible interfaces between lots or plants, depending on the needs that arise.

If required, assistance to society, in case of claims to contractors for breaches of guarantees or contractually committed performance or negligence construction / operation of concessionaires and / or contractors.
