Senzer intends to purchase external staffing services.

The purpose of this European tender is to arrive at a framework agreement with 1 contractor. This contract is awarded to the tenderer who has issued the most economically advantageous tender (best price-quality).

Senzer has deliberately chosen in the past to work with a substantial hiring contract. In 2018, Senzer explicitly adjusted this downwards.

This is a change in thinking for managers. The need for (temporary) staff may not lead to the automatic nature of hiring. First the actual necessity and urgency and the internal possibilities to do the work must be looked at.

After that, the starting point is that vacancies are filled instead of hiring staff.

This means that Senzer wants to minimize her hiring requirement.

With regard to the hiring that is (and will remain) necessary, Senzer wants to get a grip on this process on the one hand and to be completely unburdened on the other.

The hiring of external employees takes place throughout the entire Senzer organization. This means that in the majority of cases the hiring officer is responsible and budget holder. In addition, the P&O and legal affairs departments are regularly involved in the hiring process.
