Provision of GIS Development Managed Services and Support Services. Framework will be divided into 5 Lots each comprising a core set of ICT roles/skill-sets.
Lot 1 GIS Application Development, Managed Services and Support.
Lot 2 GIS Specialists.
Lot 3 FME Professional.
Lot 4 INSPIRE Support.
Lot 5 Data Capture Projects.
GIS Application Development, Managed Services and Support Services, including system development from requirements and system analysis, use case modelling, the development of functional specifications, database modelling and design, systems design, development, testing, implementation, maintenance and review as well as the provision of managed services.
GIS professionals and graduates may be required to supplement existing project teams.
Projects may be across any of the Contracting Authorities business units. There will a requirement in some instances to provide full-time on premise resources.
This role may be deployed as part of a blended team working with resources from other Lots or as a standalone role. Projects may include data transformation and migration (ETL), work-flow automation and systems integration.
The INSPIRE Expert role has a number of facets and may require more than 1 resource to cover all potential requirements. It may be a tenderer with a number of suitable resources or an individual with a broad and deep set of INSPIRE skills. The typical responsibilities of the INSPIRE support role will be to support the Department in meeting the national obligations under the INSPIRE directive. The service provider may be engaged in monitoring and reporting tasks. They may be tasked with establishing working groups to cover every aspect of a data consolidation project from identifying required data to creating harmonised, INSPIRE compliant national datasets available as INSPIRE services.
Carrying out core spatial data capture tasks associated with managing spatial and attribute data capture projects and positional accuracy improvement projects. Tasks include: image scanning, registration and rectification, spatial data management, data preparation, data capture and conversion (scanning, digitising, geo-referencing, database entry etc.), QC/QA and data integration.
