The two colleges: Horsens State School and Horsens Gymnasium (hereafter the Client / Builder) are planning a merger. The new high school will be the second-largest educational institution in Horsens and will be located at the address of the current Horsens State School (Studentervænget 2) close to the upcoming campus area at the railway station and Horsens city center. The new high school will have approx. 1 350 pupils and approx. 150 employees. The merger gives rise to an expansion of the existing facilities at Horsens State School on a net approx. 4,400 m2 and renovation of the existing buildings. The extension and extension includes classrooms, study rooms, common areas, gymnasium, etc. and is expected to be commissioned October 2021.
The total contract is offered according to the rules on tendering with negotiation, however, only a negotiation round is expected and the Contracting Authority reserves the right to choose one of the initial offers - without holding a negotiation.

This is done to give the future high school students from Horsens Municipality and Hedensted Municipality the best conditions and framework for taking a high school education. The new high school, named Horsens Gymnasium & HF (HG & HF), will be located at the address of the current Horsens State School, Studentervænget 2, located close to the upcoming campus area at the railway station and Horsens center. With the close connection to the railway station and the city center, the intention is to attract students from the entire municipality of Horsens as well as parts of Hedensted Municipality.
Horsens Gymnasium & HF becomes the second largest educational institution in Horsens. The merger will take place from August 2021. Before then, the facilities at Studentervænget must be expanded by a net approx. 4 400 m2 and existing buildings must be renovated in order to make room for approx. 1 350 pupils and approx. 150 employees, which the high school is expected to accommodate when the merger is completed. The extension and extension includes classrooms, study rooms, common areas, gymnasium, teacher preparation, etc., which in total corresponds to an extension of almost all the functions of the high school.
Horsens Gymnasium & HF will be a new, strong and diverse high school with a focus on high professionalism and a wide range of study programs and courses in linguistic, natural sciences, social sciences and creative subjects. The merger also provides an opportunity to improve the facilities and create a modern learning environment with an even stronger focus on good teaching, which provides both students and teachers with the best framework for innovative, inspiring and quality teaching. The new high school will set the framework for an evolving youth and school environment, where the school culture is borne by strong relationships across. The project is offered in a comprehensive contract including design, design and construction / interior design of the new parts of Horsens Gymnasium & HF, as well as renovation of parts of the existing one. The assignment is described in more detail in the construction program and the construction case description in the tender material. The total contract is offered with an expected budgetary framework of approx. DKK 112,000,000 excl. VAT. In addition, the options offered (estimated at approximately DKK 7-10,000,000). The total contract is offered according to the rules on tendering with negotiation and ABT18, however, only a negotiation round is expected, and at the same time the Contracting Authority reserves the right to choose one of the initial tenders - without prior negotiations. The competition constitutes a customary general contract competition, in which a completed project with a fixed construction price must be submitted when the tender is submitted.
It should be noted that the extension from the colleges requires approval from the Folketing's Finance Committee (act), and the total contract will therefore be conditional upon this. The deed is expected to be approved by the end of 2020. The merging and expansion of the existing Horsens State School also requires a new local plan as well as additions to the existing municipal plan in relation to the percentage of development, and the chosen general contractor must take this into account when planning the assignment.
