Public transport, school transport and service car transport in the city of Oulaisten

The tender is concerned with the purchase of school transport (items 4) and service car transport in the city of Oulaisten. School transportation destinations 1st through 3rd and service car transport are open public transport.

The acquisition of school transportation comprises four (4) destinations, of which three (3) are open public transport.

1. Destination: Piipsjärvi—Honkaranta—Lehtopää (open public transport)

2. Destination: Petäjäskoski—Irvantie—Saariperäntie (public transport)

3. Destination: Oulaen—Annonen—Oulainen (open public transport)

4. Target: School transport by taxi.

Items 1 to 3 are more detailed in Annex 1 Summary of competition destinations 2021.

For destinations 1 to 3, the bidder must indicate the daily price of EUR, VAT 0% of the item offered.

For item 4, the bidder shall indicate the driven hourly rate of the item offered by the following:

— Pupils from one to four route (1 to 4): EUR/hour driven, for the full hour exceeding the full ten (10) minutes, compensation is always paid for the full ten (10) minutes. Price indicated in VAT 0%

— Pupils five to six route (5—6): EUR/hour driven, for the full hour exceeding the full ten (10) minutes, compensation is always paid for the full ten (10) minutes. Price indicated in VAT 0%

— Pupils from seven to thirteen (7 to 13) route: EUR/hour driven, for a full hour exceeding a full ten (10) minutes, compensation is always paid for a full ten (10) minutes. Price is indicated in VAT 0%.

Operations take place during working days at Oulaisten elementary schools.

The contract period is from 12 August 2021 to 4 June 2023.

After the actual contract period, the subscriber has the right to extend the contract for two (2) one-year option periods, one (1) option period at a time.

Option periods can be introduced item at a time. The potential option periods are from June 5, 2023 to June 2, 2024 and June 3, 2024 to June 1, 2025.

Final finishing of routes and schedules will be made before the start of the school year. Prior to signing contracts, the subscriber and service provider agree on the routes and detailed schedules of the traffic targeted, as well as matters related to ticket products. The box office belongs to the subscriber.

Service car transport comprises day centre transport and service transport.

Service car transport is common public transport, and customers are primarily aged people. The lengths of daily routes can vary from. The subscriber reserves the right to modify the information reported according to the definitive nature of the transport requirement.

In the offer, the bidder must indicate the daily price of the route of the destination offered by EUR, VAT 0%. The box office belongs to the subscriber.

The contract period for service car transport is from 2 August 2021 to 31 May 2023.

After the actual contract period, the subscriber has the right to extend the contract for two (2) one-year option periods, one (1) option period at a time.

Option periods can be introduced item at a time. The potential option periods are from June 1, 2023 to May 31, 2024 and June 1, 2024 to May 31, 2025.

Operating destinations includes, without a separate allowance, transfers of term start and end dates on anomalous schedules and Saturday transfers. The subscriber checks the routes, schedules and pupil numbers of destinations before the start of the operating season. Destinations and driving dates will be passed between the subscriber and the operator before the contract begins.

The number of pupils to be transported varies by academic year as well as during the school year. Passenger numbers of destinations are based on the number of pupils in the line's school transport known at the time the subscriber's request was drawn up. Shifts are public transport open to everyone, so passenger numbers can change from what is estimated.

One (1) bidder or bidding consortium will be selected to operate the destination.

Service Car Transport

Service car transport is public transport open to all. Customers are primarily aged people, and therefore the subscriber requires special customer service spirituality from the driver.

The service car operates between 7am and 4:30pm on weekdays, with an hour-long break included in the day. The service car also operates summer time.

Daycentre activities are held on weekdays, and a service car transports customers there. The service car brings customers to the day centre in the morning at 9am, and in the afternoon return transfers depart at 3pm. Customers change daily. The number of daycenter customers is max 12/day. Day centre visitors come largely from the downtown area and agglomeration about two to four (2—4) km away. Day centre customers can also come from different villages. The day centre is on a summer break for about a month usually June—July.

The acquisition also includes transportation related planning of transportation routes based on information provided by the subscriber. The subscriber will provide the bidder with information about the transported in a timely manner, on the basis of which the bidder will design the routes. There is no separate compensation for the design of the routes. The bidder and the subscriber go through the planned routes together before the transport starts, according to which the service car operates in villages and in various districts in the Oulaisten city area. Customers have the option to order a service car ride the previous day, and if possible, the transport order is taken into account when operating the standard route.

The vehicle should have an elevator because wheelchair customers need to get into the car. The vehicle should have stairs, handles, etc. aids in order to make it possible for a poorly mobile customer to board a service car safely.

Service car traffic should be taken into account that customers may have limited movement (for example, disabled and elderly people). This requires special customer service spirituality from the driver. In service services, the driver assists, if necessary, in boarding and leaving the car. Service transport passengers commonly have access to aids, for example a wheelchair or a rollator. The service requires the smooth and safe transport of these customers.

Standard drivers should be used for transportation.

The estimate of the length of the daily route is between 100 and 200 km. The lengths of daily routes can vary from.

Changes to mileage, transport days, routes and schedules may come during the contract period. The selected operator is required to have flexibility to adapt to changes during the contract period and readiness to manage changes.

School transport by taxi

The acquisition concerns school transport of pre-primary and primary education pupils in Oulaisten primary schools and kindergarten, which cannot be placed on bus routes. The number of pupils being transported varies by academic year. In addition, there are students to whom the subscriber has granted a separate permit to pass in connection with the transport of the school. As a rule, transfers are placed between 7:00 a.m. and 10:00 p.m. in the morning and 12:00 — 15:30 in the afternoon. On different days of the week, transport times may vary and exceed the times mentioned above.

The subscriber will provide the bidder with information on the pupils being transported in early August, based on which the bidder will design the driving routes. Compensation for route design is included in the driving taxi. Based on the data, the provider plans routes and goes through them with the subscriber before the school transportation begins.

Shifts are carried out by Vasama and Petäjäskoski for the student transport of Sumaanperä and Kaskelants whenever necessary. Downtown Juho Oksa and Upper School student transfers if necessary. Reading orders will become more specific during the summer of 2021. According to the current reading order, the pupil count at one (1) shifts is approximately 23 pupils. The number of transported varies daily and daily and depends on, among other things, how many pupils are transported by taxi and the reading order for the coming year 2021-2022.

According to the current reading order, max. pupil count on one (1) shifts is approximately 37 pupils, provided that current taxi transport and eskars use a shift, i.e., a full bus of the fleet with at least one (1) + 40 seats. The required size of the fleet depends on the 2021 reading order and how many pupils are transported by taxi.
