Procurement of Operation, Maintenance, Support and Further Development of Digital Land Registry (E-TL)

Tender of the contract for the operation, support, maintenance and further development of the Digital Land Registry (E-TL).

I. Background

The Digital Land Registry (e-tl) is a register containing information on rights (access, liabilities and burdens) of all real estate in Denmark, debt in motor vehicles and in residential shares, corporate mortgage, debt complicity in other pledged effects, prenuptial arrangements, persons deprived of the ability to act as well as wills created for notary.

The Land Registry is responsible for the register. The register covers approximately 177,400 GB and there is a back-up of 2,284TB. The system grows by about ½ TB annually. Back-up consumption has increased by about 900TB in the past year. The existing system handles approximately 2.5 million reviews annually, as well as approximately 250,000 daily queries.

The Land Registry Court is located at the address Majorken 5, 9500 Hobro and has no departments or locations anywhere else in the country.

The existing system has integrations to the Central Personal Register (CPR and CPR road register), the Central Business Register (CVR), the Vehicle Registry (DMR), the Data Distributor (Assessments and Addresses) and NETS (MiTiD and Payments). Data from these registers is obtained either through integrations to the respective registers or from copy registers (CPR, CVR, DMR and Data Distributor) associated with the Land Registry system. The existing system provides data to other government agencies, such as. The Tax Board, the Board of Owners, the Civil Agency and the Environmental Protection Agency.

The existing system also contains a number of functionalities for: (i) the storage of annexes, drafts, notifications for signature, and proxies, etc., (ii) payment in the form of a payment module (NETS), (iii) printing and sending of letters of access (Section 49c (5) of the Land Registration Act); and erasure letters (Section 47 (9) of the Land Registration Act).

The system is operated from 2 geographically autonomous locations and data is currently available only in Denmark.

The system is based on, among others, Oracle WebLogic, Oracle DB, Java, and related frameworks and SOAP Web Services.

The system currently has 1 operating environment and 2 test environments, as well as a number of internal development and testing environments at the supplier.

II. The main benefits offered

The contract relates to the operation, support, maintenance and further development of the Digital Land Registry (E-TL).

For the provision of the above services, the supplier shall provide the following main services:

A. Establishing Necessary Environments

The supplier shall establish the necessary environments for operating settlement of the system. The environments must be established so that the system can be moved with necessary adaptations, including, for example, of interchanges.

B. Transition

The supplier shall transition the system from the current environments to the corresponding environments established by the supplier. In addition, during this transition, the supplier must establish communication links to external parties (financial sector/e-network, TAX, KMD, etc.) connected to the system or using the system.

The current services of the supplier under the contract will include the following main benefits:

C. Operation of the system

Operations include the full delivery of the facilities, operating systems and operating services required to ensure the operation of the system. This includes, among other things, the operation of hardware, operating systems and databases.

D. Support

Support includes, among other things, the provider's service desk (incident mangement) and 2nd level support for selected customer employees.

E. System Maintenance

Maintenance consists of maintenance of the system's applications and platforms to ensure an up-to-date, secure and well-functioning system. This includes, among other things, bug fixing, change management, preventive maintenance tasks and ensuring system performance and stability.

F. Further development of the system

Further development includes, inter alia, changes made on the basis of, for example, the need for additional ease of use, automation, changes to functionality, including new functionality, as a result of new or amended legislation
