Description:

Waste-treatment plant construction work. The Ministry of Defence (MoD) has a potential requirement for a contractor to design, manufacture, test and install solid waste convertor and vacuum sealing equipment in Royal Navy T23 vessels (4 in no.) to complete end 2016. Fitting location will be within existing Garbage Compartments with an approximate available envelope of 2,7m x 4,7m x 1,9m (W x L x H). This shall include a 0,5m maintenance envelope on all sides of the proposed equipment.

Any proposed design should be able to process 20 Kg/hr of mixed waste (e.g. plastic, oily rags, paper/cardboard, glass, soft metal (food tins) and other non-hazardous wastes). Available power for the processing of waste is 50 kW.

The product from the destruction process must be waste of a solid and inert nature which has been reduced in volume by at least 80 % that can be discharged directly into a suitable robust container to maximize storage capability on board. The container used shall have a total filled weight of no more than 15 Kg and will need to be stored at temperatures in excess of 50°C for periods not exceeding 45 days until offloaded in port.

In addition, the successful contractor will be required to undertake project management activities including, but not limited to:

- Planning and managing all activities necessary to complete the design/development, supply and install, set to work, and commission of the equipment;

- Liaise and contract with experts and other stakeholders ( e.g. Dockyard staff);

- Produce all required documentation including project management plans, risk management plans, safety case, safety and environmental plans;

- Produce a Training Needs Analysis Report and undertake training of up to a maximum of 4 Ships Staff operators and maintainers per minor trial platform.

The Ministry of Defence will wish to conduct a pre-qualification exercise utilising a Pre-Qualification Questionnaire (PQQ) to assist with the down selection of potential tenderers. Only those companies that can demonstrate a sufficient level of competence, experience and resources against the Ministry of Defence's pre-qualification criteria will be invited to tender or negotiate.
