The Ministry of School and Education of the State of North Rhine-Westphalia (MSB) has created, among other things, a training program for school management as part of the so-called “Digital Training Offensive”, with which the state's school management will support the digital transformation in 2022 as part of their responsibility for school development should be. The subject of this call for proposals is the award of a contract for the scientific evaluation of this school management measure in order to be able to evaluate its benefits and impact on the digital transformation process.

The Ministry of School and Education of the State of North Rhine-Westphalia (MSB) has created, among other things, a training program for school management as part of the so-called “Digital Training Offensive”, with which the state's school management will support the digital transformation in 2022 as part of their responsibility for school development should be. All school management should be enabled to make their school an open place in the digitalized world for the future. In this school development process, school management is addressed in their role as pedagogical managers through various course offerings. This measure is aimed at all general education and vocational schools in North Rhine-Westphalia (4876 public and 552 private schools). The implementation of the measure is expected to begin in spring 2022 and will end at the end of 2022.

The training programme for the school management is to be accompanied by a scientific evaluation, which is the subject of this call for proposals. It is necessary for the contractor to have sound knowledge of the North Rhine-Westphalian school system, school development there and digitalization-related school development processes.

The evaluation is intended to review the effectiveness of the school management measure and the way it is implemented against the background of concrete, digitalization-related school development processes in schools. It therefore deals with the direct effects of the school management measure. In this context, among other things, the digital formats provided, their selection and how they are used in schools are to be examined. Since the evaluation is to be carried out during the process, prompt feedback to the MSB is also possible, so that it can then be corrected or controlled while the action is ongoing.

In addition to process support, the evaluation is also intended to objectively promote starting points for further tasks and further developments in state teacher training and, if necessary, also impetus for the reform process of teacher training.

The result of the scientific evaluation is a final report, which is to be presented in the final version in spring 2023. Interim results must be presented by the end of December 2022. In addition, the contractor will present and explain the evaluation results to the MSB during a presentation date.

The MSB attaches great importance to order execution in compliance with data protection regulations. Compliance with the relevant provisions of information security (BSI basic protection) and data protection (GDPR) must be ensured. All information transfers and data processing must be GDPR-compliant.

The MSB expressly welcomes the plurality of the provider market in the tender process and therefore looks forward to applications from both institutional applicants (e.g. universities) and commercial (especially small and medium-sized) providers.
