Procure Plus (PP) is a social housing regeneration consortium based in the North West of England. PP has formed an alliance with Cumbria Housing Partners (CHP), Procure Plus Associates (PPAL) and Efficiency North (EN). This alliance is known collectively as Re:allies. Re:allies brings together expertise from across the North of England to deliver a highly efficient approach to procurement and regeneration at a local level. PP wishes to procure and enter into a framework agreement with multiple contractors for the completion of a diverse range of internal and external works predominantly to social housing properties and may potentially include other public sector buildings including but not limited to schools that are linked to the contracting authorities entitled to call off under the framework agreement.
PP leverage demand for construction, materials, services and contractors in order to deliver regeneration in the communities in which our clients operate. The framework agreement pursuant to this procurement will be a fundamental contributor to the delivery of high quality works, value for money and social and economic improvement.
The framework agreement will operate in conjunction with PP's framework agreement for the supply of goods and materials (which will be the subject of a separate Contract Notice and procurement process). Contractors appointed to the framework agreement will be required to interact on an operational level with and source certain materials from suppliers appointed to the goods and materials framework to offer clients and customers a unique approach to the completion of planned maintenance and cyclical works. Further details of PP's requirements in this regard will be contained in the contract documents.
The contractors appointed to the framework agreement will be expected to complete the works to a high standard and share PP's commitment to regeneration, specifically the reinvestment of cost savings directly into local businesses, jobs and skills.
The framework agreement will allow contracting authorities named and referred to within this notice to enter into underlying contracts for the completion of works covered by the framework agreement. The procurement will be structured to allow opportunity for contractors of all sizes to apply to tender for works that vary in size and will be completed predominantly across the geographical areas of Greater Manchester, Lancashire, Merseyside, Cheshire, Shropshire, Staffordshire, and Cumbria. However, those with stock in other areas of the UK may use this framework.
The framework agreement will be divided into a number of different Lots. These Lots and their geographical areas are as follows:

Applicants should note that in respect of lots 1-23 described above, they will only be able to apply to tender for one of the two property bands per geographical area. This restriction does not apply to work types. For example, an Applicant who wishes to apply to tender for the kitchen installation lots will not be able to apply for both property bandings in the same geographical area, therefore, the applicant cannot apply for lots 1 and 3 or lots 2 and 4.
By way of further example, an applicant who wishes to apply to tender for the heating and ventilation installation lots will not be able to apply for both property bandings in the same geographical area, therefore, the applicant cannot apply for lots 9 and 11 or lots 10 and 12.

The framework agreement will be in place for a period of 48 months and will not be extended beyond this period, however contracts called-off under the framework agreement may, where appropriate, continue beyond the 48 month term of the framework.
Individual contracting authorities entitled to access the framework agreement will have the option to agree and award call off contracts to the framework contractors at any stage during the term of the framework. The following contracting authorities will be entitled to agree and award call off contracts under the proposed framework agreement as and when required:
1. PP's members (both current and future). A list of
PPs' current members is set out in section VI.3 of this Notice.
2. CHP's members (both current and future). A list of CHP's current members is set out in section VI.3 of this Notice.
3. PPAL's members (both current and future). A list of PPAL's current members is set out in section VI.3 of this Notice.
4. The current and future members or any other member of the Re:allies alliance from time to time;
5. Any partner or customer of PP, CHP, PPAL, or other Re:allies member from time to time, which may include any social housing provider in the United Kingdom. 'Social housing provider' for this purpose means any provider of social housing and includes registered housing providers (a list of these can be found by visiting www.homesandcommunities.co.uk), local authorities, local government ALMOs and unitary authorities. A list of PP's current partners and customers is set out in section VI.3 of this Notice;
6. Schools and other public sector buildings linked to the contracting authorities entitiled to call off under the framework agreement within the region of Greater Manchester, Lancashire, Merseyside, Cheshire, Shropshire, Staffordshire, and Cumbria.
The contracting authorities referred to in paragraphs 1 to 6 above have requirements predominantly within the North West of England. However, those with stock in other areas of the UK may use this framework.
The contracting authorities referred to in paragraphs 1 to 6 above shall be under no obligation to use the framework agreement.
The framework agreement will be entered into by PP and the successful contractors however the framework agreement may be novated from PP to Re:allies if and when Re:allies is incorporated.
