The purpose of the contract is to designate the successful tenderer who will replace the outgoing successful tenderer IrisNet2 (Mobistar, now Orange Belgium) for the purpose of performing the provision of installation, management and securing services for fixed and mobile telecommunications, network, infrastructure, connectivity and IoT services.
This contract is a framework agreement for the installation, management and securing of fixed and mobile telecommunications, network, infrastructure, connectivity and IoT services for the needs of the Brussels-Capital Region, the CIRB and its central purchasing station.
The subject matter of the contract includes, in particular, the following tasks:
1) Acquisition of 345,000 (financial) shares (28.2% of the shares) in the company IRISNet for a value of EUR 3 450 000 (nominal value of EUR 10). Takeover of the shares of the contractor of the IrisNNet2 contract in the IrisNet company in accordance with the terms set out in the tender guide;
2) Responsibility for the operational management of the company IRISNet consisting of the following areas described in detail in Volume B of the Bid Guide, including among other things and not limited to:
— management and evolution of IrisNet's internal ICT;
— management and evolution of the IRISnet network;
— human resources management — HRM;
— service management;
— project management;
— management of products and services;
— sale;
— suppliers/purchases;
— financial management;
— where appropriate, management and development of a shared fibre optic network, with the ambition being to pool, where possible, current available public capacity;
3) management of a catalog of specialty ICT services, defined specifically in the submission guide (typically connectivity services and services already provided through the company IRISNet at the start of the IrisNet3 market) with:
— continuity of the delivery of services in the catalog of existing services;
— development of the same services;
— evolution of the service catalogue through the provision of new specialized services (see also the contractual provisions that will be included in the tender guide), including services, hardware and software, with the aim of upgrading the service catalogue but also for the purposes of the IRBC;
4) Provision of expertise for all of the above points and establishment of a competence centre specialized in fixed and mobile network and telecommunications, infrastructure security, connectivity and IoT management;
(5) acquaintance with the know-how specific to the procurement contract of the outgoing tenderer and transfer to the new tenderer.
