The subject of the contract is a service consisting in maintaining the network and elements of road lighting located on the property status of the Municipal Roads Authority in Poznań.
The subject of the order was divided into two parts:
Part I under the name: Task 1 – maintenance of road lighting devices in the property of the Municipal Roads Authority in Poznań,
Part II under the name: Task 2 - replacement of road lighting elements located on the property status of the Municipal Roads Authority in Poznań, damaged as a result of third parties and traffic events and other events indicated by the Ordering Party.
Task 1 – maintenance of road lighting devices in the property of the Municipal Roads Authority in PoznańThe subject of the contract for task 1 is a service consisting in the maintenance of road lighting devices located on the property of the Municipal Roads Authority in Poznań, including:
• Maintenance of the entrusted property in proper technical condition in terms of electrical, light and aesthetics.
• Conducting passporting, technical documentation and geodetic inventory of lighting objects (based on geodetic maps provided by other contractors after the investment).
• Admission to work on the construction, modernization or repair of lighting of external companies acting on behalf of ZDM.
• Participation in final acceptances, disappearing works of new lighting construction and modernized road lighting.
• Participation in post-warranty acceptances.
• Operation in accordance with the requirements of the Act of 10 April 1997. Energy Law, Polish Standards and separate regulations.
• Documenting and removing damage caused by the actions of third parties or random events (road accidents, storms) consisting in making photographic documentation, immediate removal of obstacles, dismantling of damaged devices and their removal within 6 hours from the moment of becoming aware of the event, securing the place of the event against the possibility of electric shock and ensuring the continuity of the broken electrical circuit.
• Ensuring the Contractor's constant ability to remove emergency states and ensuring telephone contact throughout the day.
• Ensuring work safety on the roads (during the activities performed), and if necessary, developing and agreeing on a traffic organization project and making markings according to this project in a way that minimizes traffic difficulties.
In the electrical range:
• Maintaining full efficiency of power cables and circuit cables of road lighting.
• Maintenance of control devices, i.e. lighting switchboards, timers, phase selectors, contactors and control circuits.
• Performing binding measurements resulting from the regulations regarding electrical installations.
• Inspection and maintenance of electrical connections in cabinets, pole cavities and luminaires.
• Replacement of protections, repair of lighting fixtures consisting in the replacement of stabilization systems
and ignition and lampshades.
In the light range:
• Replacement of light sources with disposal.
• Washing lampshades and replacing damaged lampshades.
• Cleaning the reflectors.
• Checking and possibly correcting the position of reflectors or sources.
In terms of aesthetics:
• Painting of poles, booms, closures of column cavities with anti-corrosion oil paints in RAL 7043 (traffic Grey B) for steel poles (special galvanized paints in the case of galvanized poles) and in black (RAL 9005) for stylized poles, with an anti-corrosion warranty for 3 years.
• Straighten inclined poles on a regular basis.
• Straighten curved or twisted booms and fixtures on the fly.
• Filling in missing closures of column cavities on an ongoing basis.
If it is necessary to replace the astronomical controller, the controller will be delivered by the Ordering Party (unless the controller is damaged by the fault of the Contractor).
A detailed scope of maintenance activities on road lighting equipment can be found in Appendix 2c to the Terms of Reference.
The contractor will make photographic documentation before and after the repair.
Task 2 - replacement of road lighting elements owned by the Municipal Roads Authority in Poznań, damaged as a result of third parties and other incidentsThe subject of the contract for task 2 is a service consisting in the replacement of road lighting elements located in the property of the Municipal Roads Authority in Poznań, damaged as a result of the actions of third parties and traffic incidents and other events indicated by the Contracting Authority, including:
• Replacement of the road lighting pole including the fuse plate
• Replacement of the decorative pole (poles taken from the ZDM warehouse, Poznań, Energetyczna Street)
• Replacement of the lampshade in a wall lamp frame
• Replacement of the glass in the floodlight
• Pole straightening
• Replacement of the pole foundation
• Replacement of a damaged boom
• Replacement of a damaged road lighting fixture with the installation of a new light source
• Replacement of a damaged road lighting fixture with the installation of a new light source (luminaires without a light source taken from the ZDM warehouse, Poznań, Energetyczna Street)
• Replacement of the damaged lighting cabinet housing with one that meets the following requirements:
with a tightness of at least IP44
o II protection class
o two-part cabinet – part I (measuring) opened by each of the closures, part II (perimeter protection) opened by only one closure
• Conducting works in accordance with the requirements of the Act of 10 April 1997 Energy Law, Polish Standards and separate regulations,
• Preparation in electronic form: photographic documentation of the repair, repair protocol including the results of measurements and determination of the type of repaired elements, notification of repair and transfer of documentation to the Ordering Party,
• Materials and equipment necessary for the performance of the contract shall be provided by the Contractor by his own efforts and at his own expense and will obtain all required permits and approvals.
The Contractor is obliged to have at his disposal the elements in the assortment and quantities given in Annex 3b to the SWZ. The Ordering Party reserves the right to control the availability of elements.
