The object of the order is the collection and development of municipal waste from property owners residing in the territory of the Municipality of Bishtynek - according to SWZ
1.The subject of the order is: “Reception and management of municipal waste from owners of property residing in the Municipality of Bisztynek”
2. The scope of the subject of the contract includes:
1) Reception of unsegregated (mixed) municipal waste from inhabited property - it is also required to receive waste accumulated outside the container
2) Reception of municipal waste collected selectively:
(a) paper, paperboard, packaging of paper and cardboard,
(b) glass, glass packaging,
(c) plastics, plastic packaging, metals, metal packaging, multi-plant packaging waste,
(d) biowaste,
(e) furniture and other large-sized waste,
(f) worn tyres,
(g) consumed electrical and electronic equipment,
(h) expired medicines and chemicals,
i) used batteries and batteries
(j) construction and repair and demolition waste - The Contractor under the contract is obliged to collect only those construction waste - repair and demolition, which arose as a result of minor construction works not requiring a construction permit or a declaration of intent to carry out works to Starosta.
3) Delivery by July 01, 2022 and successively replenishment to property owners in single-family and homestead bags for selective collection of municipal waste in colors:
(a) blue - paper, cardboard, packaging of paper and cardboard,
(b) green - glass, glass packaging,
(c) yellow - plastics, plastic packaging, metals, metal packaging, multi-plant packaging waste,
d) brown - biowaste.
Bags with a capacity of 60 litres to 120 l made of LDPE polyethylene film with a suitable thickness to ensure their strength. The bags shall be transparent to assess the contents and shall be marked clearly and legibly with information on the type of waste collected, the name, address and telephone number of the Contractor.
After each time the receipt of these bags, the Contractor is obliged to leave the owner of the property bags in quantities and colors corresponding to the received bags.
4) development of received unsegregated (mixed) municipal waste. As part of waste management, the Contractor is obliged to transfer received unsegregated (mixed) municipal waste directly to the municipal installation. (The Contractor is obliged to demonstrate in the offer a municipal installation to which the above-mentioned waste will be transferred). Unsegregated (mixed) municipal waste received from the owners of the property, will be transferred to it.
5) management of selectively received municipal waste by transferring it directly or through another waste collector to the installation of waste recovery or disposal in accordance with the hierarchy of conduct referred to in Chapter II of the Act of 14 December 2012 waste (i.e. Journal of Laws of 2021 item 779, as amended); in the case of small quantities of received waste selectively collected, it is possible to transfer it to the collector of the waste indicated in the offer.
3.The estimated amount of properties residing in the Municipality of Bisztynek includes 955 buildings including:
1) detached buildings approx. 875 pcs, including a total of 1263 premises
2) multi-family buildings (covering at least 5 residential units) approx. 62 pcs.
4.The Contracting Authority estimates that the amount of received municipal waste arising in households in the Municipality of Bisztynek during the period of completion of the subject of the contract will be 802,04 Mg, including:
(a) unsegregated (mixed) municipal waste — 574,30 Mg
(b) municipal waste selectively collected— 227,74 Mg
5.Estimated quantities of bags intended for selective collection of municipal waste during the period of completion of the subject of the order shall be accordingly:
a) yellow- approx. 17 000 pcs.
b) blue- approx. 5,000 pcs.
c) brown- approx. 4 250 pcs.
d) green- approx. 5 500 pcs.
i.e. a total of 31,750 pc The final quantity of bags may change during the completion of the order
