The subject of the contract is the provision of a service consisting in the implementation of Tramwów Szczecińskie Sp. z o.o. in Szczecin the modernization of four (4) sets of trolleys for the Pesa 120NaS tram.
THE SUBJECT OF THE CONTRACT is the provision of a service consisting in carrying out for Tramwajów Szczecińskie Sp. z o.o. in Szczecin modernization of four (4) sets of trolleys for the Pesa 120NaS tram. A detailed description is contained in the specification of the terms and conditions of the contract (SWZ) and in the proposed terms of the contract (PPU) — alp. 3 to SWZ.
BASIC FEATURES OF THE PROCEDURE:
1. Procedure shall be carried out under unlimited invitation to tender under Article 376 (1) (1) and Article 378 et sec of the Act of 11 September 2019 - Public Procurement Law (text one: Journal of Laws of 2021, item 1129 as amended), hereinafter referred to as Pzp.
2. Pursuant to Article 139 (1) Pzp, the Contracting Authority shall first examine and evaluate the tenders and then make the qualification of the contractor whose offer has been highest assessed in the absence of grounds for exclusion and fulfilment of the conditions for participation in the proceedings.
3. Pursuant to Article 139 (2) of the Pzp, the contractor shall not be obliged to submit, together with the offer, the declaration referred to in Article 125 (1) of the Pzp (JEDZ). The contracting authority shall call for the submission of the declaration referred to in Article 125 (1) of the Pzp (JEDZ) of the contractor whose offer will be highest-rated in accordance with Chapter. VII point 3, point 1 of SWZ.
Criteria for evaluation of bids
1) Criterion: Price (C) — 80%. Method of granting point according to the formula: C= lowest offer price ÷ bid price in the assessed tender x 100 point x significance of the 80% criterion. A detailed method of calculating the price is described in chapter. XIII SWZ.
2) Criterion: Guarantee (G) — 20%. Method of granting point according to the formula: G= the guarantee period of the offer assessed ÷ the longest guarantee period (60 m-cy) x 100 point x the meaning of the 20% criterion.
Note: The minimum warranty period for upgraded trolleys covered by the subject of the order is — 36 months from the date of receipt by the contracting Party. The offer of a contractor who proposes a warranty period of less than 36 months will be rejected as not corresponding to SWZ content. The maximum warranty period for upgraded trolleys covered by the subject of the order is 60 months from the date of receipt by the contracting Party. If the contractor proposes a warranty period longer than 60 mth, the term 60 m will be counted for the evaluation of the tenders in the “Warranty” criterion, as the maximum warranty period for upgraded trolleys.
Due to the mark limit in the notice, the Ordering Party continues with additional information from Section VI.3):
4. The Contracting Authority does not provide: the conclusion of a framework contract; submission of tenders in the form of an electronic catalogue or attachment of an electronic catalogue; award of the contract referred to in Article 214 (1) (8) of the Pzp Act; selection of an offer using electronic auction; carrying out vision local and submission of an offer after it has been held; convening a meeting of contractors; reimbursement of the costs of participation in proceedings. The Contractor shall bear all costs associated with the preparation and submission of an offer.
5. Ordering Party: does not reserve the possibility to apply for the award of the contract only by
contractors referred to in Article 94 Pzp; does not specify the requirements referred to in Article 96 (1) and (2) (2) of the Pzp; shall not reserve the obligation of personal performance of the service (key tasks) by the contractor pursuant to Article 60 (1) of the Pzp and Article 121 (1) of the Pzp.
6. Deadline for binding an offer 90 days from the expiry of the tender deadline.
