The Lahti Parish Association requests an offer for digging and covering coffins for three (3) years from 2020 to 2022 and two (2) additional years from 2023 to 2024 on the same terms. The invitation to tender is for digging and covering the coffins of the Lahti Parish Union cemetery.
The purchase is divided into the following items:
Subject A: Digging and covering coffins for Levo, West, Mustankallio and Old Cemetery
Subject B: Digging and covering coffins for the Nastola Cemetery.
The tenderer may submit a bid for either A or B, or both. Tenders for each item will be treated and compared as a separate entity and one (1) bidder will be selected for each item. The same provider can be selected for both destinations.
The Lahti Parish Association requests a bid for excavation and coverage of coffins for three (3) years from 2020 to 2022 and two (2) additional years from 2023 to 2024 under the same conditions in the following cemeteries:
Levon Cemetery, Levonkatu 4, 15160 Lahti, Finland
Western cemetery, Hämeenlinnantie 57, 15800 Lahti
Mustankallio Cemetery, Huhtakatu 25, 15140 Lahti, Finland
The Old Cemetery, Radiomäenkatu 20, 15100 Lahti.
According to 2018 statistics, there have been A 203 coffin burials, of which:
- Leo Cemetery 92
- Western cemetery 60
- Mustankallio Cemetery 48
- In the old cemetery 3.
Over a long period, the number of coffin burials in A varies from 200 to 250 every year. In the Lahti Parish Union, the tombs will be excavated at two (2) different depths. The deep grave is 2.10 m and the low grave is 1.50 m. About 50% of the graves are deep burials. Tombs can be priced at different prices in different cemeteries, depending on the soil and the conditions of the cemetery. The cost of digging and covering each graveyard must be the same for all graves.
The entrepreneur should be a grave digger and if necessary auxiliary worker. The Lahti Parish Union is assisting with a property maintenance tractor and its driver. The site language is Finnish.
The entrepreneur transports the machine from one cemetery to another as needed and hires auxiliary workers if necessary. The work relating to the relocation of the monuments to be dug is not included in the invitation to tender.
The tender must include the following mandatory requirements:
- Price / grave in each cemetery, which includes the cost of digging and covering the grave, regardless of the location of the tomb and the depth of the grave, and any other work directly related to the grave, such as reimbursement for ancillary work, transportation and employer costs. The price must also include the maintenance of the grave support structures and the construction of new ones, as well as the relocation of the grave monuments adjacent to the grave to be dug. (see job description in appendix 1 for details).
- The hourly rate for additional work to be separately negotiated for excavation and labor, which must include any transfer price for the equipment.
- Cost per hour of frost work for graves dug during frost. Prices must be quoted at constant prices for the entire contract period, exclusive of VAT. Prices may be revised after a three (3) year contract period if the contract is extended for two (2) additional years. The revision of prices is based on the change in the construction cost index.
- A list of the rolling stock shall be attached to the tender. The excavation equipment with certain technical features is suitable for excavation and covering of the grave: the recommended emission standard of at least Stage IV with a total weight of 6-8 tons with a frame-controlled rotating wheelbase and a four-link boom. The list is downloaded in section 12. Criteria for the acquisition.
- A list of the staff (number, training and professional experience in the company providing the job and the job corresponding to the job offered) must be attached to the tender. The list is downloaded in section 12. Criteria for the acquisition.
- Financial statements for the last three (3) years must be attached to the offer. Download the financial statements in section 12. Criteria for acquisition.
- A reference list of jobs for at least the last three (3) years must be attached to the offer. The list is downloaded in section 12. Criteria for the acquisition.
- The tender must be fully drafted in Finnish.
- The offeror must commit to the terms of reference attached as Annex 1.
The entrepreneur must cover the insurance of his employees at his own expense, as well as the insurance of his own machines and equipment.
The contractor must have a third party liability insurance of at least EUR 500,000.

According to 2018 statistics, there have been 40 coffin burials in the site. Over a long period, the number of coffin burials varies annually from 40 to 60 in B. In Lahti Congregation, the tombs are dug in two different depths. The deep grave is 2.10 m and the low grave is 1.50 m. About 50% of the graves are deep burials. The cost of digging and covering the tomb must be the same for all graves.

The JCB-2CX 4WS Year 2011 is available at Nastola Cemetery. When using a subscriber's excavator, the subscriber will thaw the tombs.
