Stara, the Construction Service Company of the City of Helsinki, will request your tender for casting asphalt paving work throughout the city during the period 1.5.-30.11.2023, in accordance with this invitation to tender and its accompanying documents.
The contract notice has been sent for publication on 8.2.2023. During its validity, the contract notice is available in the Hilma public procurement service, in the TED database of the Official Journal of the EU and in the Tender Service, through which the tender must be drawn up and submitted electronically.
This is a construction contract that is carried out as a total contract based on unit prices and one contractor is selected to carry it out.
The paving work that is the subject of the procurement includes the procurement and application of the material, as well as the application for the necessary permits and traffic arrangements.
The amounts shown in the tender documents are estimates of future work, and the contract does not constitute a requisition obligation for the subscriber. Definitively completed workloads may be either lower or greater than those estimated at the tender stage, and unit prices are not affected by changes in quantities (derogation 1998, Section 45).
The acquisition will be used especially by Stara's Department of Urban Engineering Construction and the Department of Urban Engineering Maintenance. Preliminary target lists and quantity data have been evaluated on that basis.
SUBJECT OF THE INVITATION TO TENDER
The contracting entity is Stara, which uses this invitation to tender to request your tender for the contract for Stara's cast-asphalt paving work for the period 1.5.-30.11.2023.
The contract includes paving work for new construction sites in the Department of Urban Engineering Construction and resurfacing work on casting asphalt by the Department of Urban Engineering Maintenance.
The unit prices offered are fixed throughout the contract period and are not subject to index adjustments.
The contract supplier does not have the exclusive right to produce the work under the acquisition.
The contract for the execution of the works shall be concluded in accordance with the model works contract submitted as Annex 1.
The contract resulting from the procurement is available to all of Stara's departments, although its main users are the Department of Urban Engineering Construction and the Department of Urban Engineering Maintenance, according to whose needs a preliminary list of work sites has been drawn up and the quantity information of the invitation to tender has been assessed.

The procurement entity for Stara's paving work consists of six independent paving contracts that will be put out to tender separately. In a procurement package, the estimated value of any separate work alone does not exceed the EU threshold, but the total estimated value of the contracts to be put out to tender in the overall procurement package
exceeds the EU threshold.
The package includes regional paving contracts in the three areas of Stara, the entire city area covering the SMA works contract and the casting asphalt works, as well as the re-paving of separate pedestrian and bicycle paths.
The contracts for the contract will be put out to tender in two return batches as follows:
First round of tendering;
1. Stara area 1, western districts, asphalt paving work 2023, HEL 2022-015160
2. Stara area 2, northern districts, asphalt paving work 2023, HEL 2022-015161
3. Resurfacing of pedestrian and bicycle paths 2023, in all areas of Stara, HEL 2022-015164
Second tendering lot;
4. Stara area 3, eastern districts, asphalt paving work 2023, HEL 2022-015162
5. SMA paving work 2023, in all areas of Stara, HEL 2022-015166
6. Casting asphalt work 2023, in all areas of Stara, HEL 2022-015155
In the procurement package, partial tenders are allowed. The tenderer may submit a tender for one or more of the above areas (1-6). Each area has its own invitation to tender. Tenders shall be submitted for each section as a separate unit price-based total contract.
Partial tenders for a single contract are not permitted. Since this contract forms part of a complex of six contracts, the objective of dividing the contract into lots, as referred to in Section 75 of the Act on Public Procurement and Concession Contracts, has been achieved in this way.
Combination offers (for example, the tenderer undertakes to perform a specific chore if you also receive another contract, etc. Combinations of offers) are not allowed.
Alternative offers are not allowed. The tenderer shall submit their offer for the entity under the request for tender.
