Description:

Procurement of Greater Manchester Waste and Resource Management Services, including Waste and Resource Management Services (WRMS), Household Waste Recycling Centre Management Services (HWRC), and Biowaste Management Services (BMS), and all associated works.

Scope currently includes five residual waste sites; twenty Household Waste Recycling Centres (HWRC); eight Transfer Loading Stations (TLS); the Bolton Thermal Recovery Facility (TRF); the Materials Recovery Facility (MRF); 3 Biowaste facilities; the obligation to produce Solid Recovered Fuel (SRF); and associated rail transport and supply to the Runcorn Thermal Power Station (TPS).

In addition to the services, the scope will also include construction changes across a number of sites and facilities.

The estimated total value of the 3 contracts over a range of 7 years to a possible 15 years is 425 000 000 GBP to 1 720 000 000 GBP; ranges for each Lot are provided against each Lot in the relevant sections of this notice.


Waste and Resource Management Services (WRMS)

Scope currently includes:

1. managing, operating and maintaining 10 GMWDA Facilities, on which are located:

I. 4 MTR facilities used for receipt of a range of wastes from WCAs and the mechanical treatment of residual waste to produce solid recovered fuel (‘SRF’) (see below);

II. the Bolton TRF, available for the contractor to operate as appropriate;

III. the Longley Lane MRF, available for the contractor to operate as appropriate;

IV. 9 HWRCs;

V. 7 TLS (where 2 are receiving Biowaste for bulking and onward transport);

VI. 1 IVC facility (Bredbury) which the contractor may opt to operate, redevelop or simplify e.g. as a Biowaste TLS;

2. sorting all commingled recyclate collected by WCAs;

3. managing the treatment and/or disposal of all residual waste arisings from the WCA and HWRCs;

4. producing and delivering SRF that meets the Fuel Management Specification requirement for rail transport and subsequent processing at the Runcorn TPS;

5. implementing the design and build changes to the Reliance Street MTR facility, converting Chichester St IVC into a Biowaste TLS and making changes as appropriate to Bredbury IVC;

6. marketing all MRF outputs and paper/card delivered to the contractor by the WCAs;

7. managing all waste delivered to the 9 HWRCs;

8. managing of composting requirements for Biowaste delivered to the new Bredbury TLS, to meet PAS 100 standard and the Compost Quality Protocol; and

9. transport of Biowaste delivered to the TLS facilities at Every St and Chichester St, for treatment (and as directed) by the BMS Contractor.


Household Waste Recycling Centre Management Services (HWRC)

Scope currently includes:

1. managing, operating and maintaining 11 GMWDA Facilities, on which are located HWRCs only;

2. meeting the required service and recycling targets;

3. managing and marketing recyclate/green waste/rubble segregated at the HWRCs;

4. managing residual waste arising at the HWRCs, including landfill diversion as required; and

5. implementing any associated construction changes as may be required by GMWDA through the term of the contract.


Biowaste Management Services (BMS)

Scope currently includes:

1. providing the best value solution to manage and process all Biowaste collected by WCAs (other than that delivered to Bredbury which is managed through the WRMS Contract);

2. implementing the design and build changes (if any) as proposed to the Over Hulton and Nash Road IVCs;

3. following the design and build of the 2 facilities, operating and maintaining the 2 facilities;

4. receiving Biowaste direct delivered by WCAs to Over Hulton and Nash Road IVCs (including during the period of any works);

5. receiving Biowaste transfer loaded from Every St and Chichester St TLSs by the WRMS Contractor to composting facilities (including Nash Rd and Over Hulton as appropriate or to alternate facilities where capacity at the 2 IVC sites is

exceeded);

6. managing received Biowaste tonnages over and above that which can be treated at these 2 facilities (also taking into account any seasonality);

7. producing end market compost product to the PAS 100 standard and Compost Quality Protocol through maximising the processing at these 2 facilities and through off-site composting and/or stabilisation as is necessary.
