The Ministry of Education and Research wishes to obtain more knowledge of the Research and Development activities in professional environments that offer shorter professional educations in engineering, teacher, and health and social care subjects. Major parts of these subject have relatively short research traditions. At the same time, the society's requirements for knowledge in these areas are high and expected to increase. Although the competence development over time has been good, it is documented that many professional environments are not very robust and that the research base for several of educations are weak. The professional educations are currently spread over a large number of institutions and study locations, and the research for numerous relevant professional subjects are fragmented and the resources are sparsely spread. It is important the professional environments are sufficiently substantial to develop the educations, the practical field and the professional field further

In the parliamentary bill no. 18 (2014–2015) Focus on the quality is one of the measures for initiating a process regarding division of works for these subjects. The assignment shall contribute in obtaining a knowledge basis for this process.

In total this will provide a picture of the condition and characteristics of the Research and Development activities in the professional environments in the major professional educations with short research traditions.
