Contracting entities, pursuant to Article 47 of the Utilities Directive (Directive 2014/25/EU), shall provide a framework agreement to cover the contracting entity's needs for certain construction works in the area of district heating.

Contracting entities expect to assign the framework agreement to one supplier.
The Framework Agreement is an agreement on the rental of machinery and crew, the performance of construction site services, as well as the rental or purchase of materials and materials.
The bulk of the benefits covered by the Framework Agreement shall be carried out in such a way that contracting entities have instructional and supervisory powers to the personnel and equipment provided by the Contractor.
However, the contractor's performance of the benefits under the framework agreement is not limited to work rent, and the contractor may choose to order the benefits so that a specific result must be performed instead (works rent/entreprise).
The contracting entity expects to order the benefits for use for the work, as described below. The list is not exhaustive, with contracting entities also able to order the benefits for works, which are not specifically listed below.
A. Acute construction works to remedy damage to the Builder's plant, transmission system and third-party property
B. Planned civil works
C. Winter Measures
D. Administration and other services
The benefits are described in detail in point 3.1 of the draft Framework Agreement to which reference is made.
