For the heating, ventilation and sanitation services of the Zazenhausen primary school in Stuttgart, the state capital Stuttgart is looking for a suitable planning office within the framework of a VgV procedure without proposed solutions.

2. Procedure
The award procedure is divided into two stages.
a) Participation competition
In an upstream application process, companies express their interest in participating in the process and provide the references mentioned in section “II.2.9”, among other things. The exclusion, selection and eligibility criteria must be provided via the attached application for participation. All proofs and self-declarations required/required must be attached to the application. If an applicant cannot provide only one declaration/proof of the exclusion criteria, he will be excluded from the procedure. The client only provides for a subsequent request for missing declarations or proof in accordance with Section 56 (2) VgV if fewer than 5 applicants meet the admission requirements. In the case of legal entities, the professional requirements are fulfilled if their statutory business purpose includes planning services that correspond to the task at hand, and if the authorized representative of the legal entities
Person meets the professional requirements imposed on natural persons.
In the case of an applicant community, all participants must meet the exclusion criteria separately. According to § 51 VgV, the number of applicants for the second phase is limited. For this purpose, a ranking is established on the basis of the objective and non-discriminatory eligibility criteria of the application to participate in the form of points obtained. After reviewing the submitted documents, the maximum of five applicants with the highest scores will be invited to the interviews. In the case of applications with the same number of points, the decision is made by drawing lots in accordance with § 75 Abs. 6 VgV.
b) Negotiation talk
In the negotiation interview, the candidates personally present their office and persons involved in the procedure (office owner, project manager) and provide information about their working methods. References are presented in the negotiation discussion. The award will be made to the bid which, taking into account the award criteria, achieves the highest overall point value. For award criteria 1, 2, 3 and 4, at least 200 points must be obtained in order for the contracting entity to award the contract. The client reserves the right to award the contract to the initial offer in accordance with § 17 (11) VgV. The language in which the conversations are conducted and in which the order must be carried out is German.
3. Assignment
The commissioning of the planning services for heating, ventilation and sanitation is carried out in accordance with HOAI 2021 Part 4 Section 2, § 55 Technical Equipment, Service Phases 1 to 9.
The detailed scope of services can be found in the attached sample contract.
The contract is awarded depending on the project approval by the municipal council of the state capital Stuttgart within the framework of call-off contracts.
The contractor is obliged to take over all services in full if the project comes to fruition. The client intends to commission the services in stages.
There is no legal entitlement to the commissioning of all services.
During planning and execution, the sustainability criteria of the state of Baden-Württemberg (nbbw.de) and the energy directive of the state capital Stuttgart must be complied with in the current version.
The client reserves the right to prescribe a specific legal form in accordance with § 43 Abs. 3 VgV after the award of the contract.
