Tensio TS AS, Tensio TN AS and Linea AS are the customer to this contract. Arva AS is participating through an option. The customer has decided to reorganise the current management and monitoring of their power grids. This will in the future be managed by the common entity referred to as "NewCo".
The customer wants to replace the current SCADA and ADMS systems to operate the power grids secure and smart, enable interaction and collaboration. It must be possible to combine data sources for use in advanced analysis.
The contract is divided into three parts; establishment project, delivery- and termination phase. The delivery in the establishment project must meet the requirements for the solution in the establishment project. In the delivery phase, the solution shall be further developed towards the purpose of the solution and the customer can also purchase additional standard cloud services to comply with the objective of the solution.
The contracting authority shall procure a solution that shall be used for power grid operational services.
The Customer uses the term standard cloud services as a common term for cloud services without reference to whether the cloud service is public, private or hosted by the Supplier.
The Solution shall enable the customer to achieve the following objectives:
1) To be able to operate and monitor the power grid safely, securely and efficiently
2) Having a user-friendly Solution with secure, robust, up-to-date and flexible architecture
3) To offer efficient analytics and decision support on the power grid to operators, employees and external parties
4) Establishing a Solution that technically and functionally facilitates good internal and external interaction
5) Establishing a customer-supplier collaboration that supports sound system operation, renewal, simplification, and improvement and ensures the Customer's ability to deliver a good service
The scope of the procurement includes:
a) establish and implement the Solution,
b) deliver value-added services (service management and operational services), additional services and further development of the Solution developed and established in a).
At the time of publication necessary communication infrastructure for the solution is included in the scope of the procurement. This includes communication infrastructure between key locations (grid control centres, control rooms, operator rooms), and environments (public and private clouds). The scope of communication infrastructure will be discussed in the dialogue phase and the requirements may be changed.
The part of the solution that enables monitoring and control of any part of the grid is regulated by The Power Contingency Regulation (Section 7), which states that the operational control system must have the highest level of security.
The solution will replace today`s SCADA and ADMS functionality for the enterprises. The solution shall have defined interfaces and integrations to existing and future systems and platforms, to external parties, to the power grid and to the integration platforms of the enterprises. Since the grid operators handle highly sensitive data related to the operational control system, some degree of private cloud will probably be necessary as a part of the solution. The customer considers cloud-based technology as an important tool for efficient digitization of the power grid. The Supplier is responsible for establishing value-added services to ensure sound operation of the solution, including communication infrastructure, public and private clouds. The participant shall deliver the value-added services according to the ITIL framework or equivalent.
The maximum contract period including renewals is up to 15 years after the establishment project is approved. The customer will use the dialogue phase to decide the duration of the initial contract period and the subsequent renewals. Duration stated in months constitutes the assumed duration of the establishment project and the initial contract period, and is a starting point for the dialogue.
Arva can enter into NewCo through an option and thus be included in the contract.
There is an evident possibility that the customer will supply services to other grid-facilities and license areas in the future due to mergers, acquisitions or co-operations with other operators in the grid sector. Other grid operators may be merged with or acquired by Tensio AS, Tensio TN, Tensio TS or Linea. Other grid operators can join NewCo to cover their need for power grid operational services. These organisational changes and extensions of the licence area may take place during the contract period and shall be covered by the contract.
The final scope of the contract will be determined through the competitive dialogue. The tender documentation and the scope may thus be adjusted within the Public Procurement Legislation framework.
Depending on the final scope, the total value of the contract including options is estimated from NOK 200 million to NOK 800 million excluding VAT.
